[국제]International Criminal Court issues arrest warrant for Putin…3rd head of state ever

[앵커]

The International Criminal Court has issued an arrest warrant for Russian President Vladimir Putin.

This is the first time the International Criminal Court has officially identified a high-ranking Russian figure as a suspect since the outbreak of war in Ukraine in February last year.

The International Criminal Court (ICC) has issued an arrest warrant for Russian President Vladimir Putin.

There are war crimes involving the illegal removal of children from occupied Ukraine.

A warrant was issued for the same charges against Maria Livova-Belova, a member of the Russian presidential office for child rights.

Of course, even if an arrest warrant is issued, it is currently close to impossible to secure President Putin’s recruits.

Usually, when an ICC arrest warrant is issued, the State party must fulfill the request for arrest and extradition in accordance with ICC regulations and procedures under its own domestic law. However, Russia withdrew from the ICC in 2016 and is not a current member.

Dmitry Peskov, spokesman for the Kremlin Palace, received a related inquiry on the 14th and dismissed it as “Russia does not recognize the ICC nor the ICC’s jurisdiction.”

However, if the ICC prosecutes President Putin as a war criminal starting with the issuance of an arrest warrant, it is evaluated that the symbolic meaning it has in the international community is not small.

In addition, ICC member countries are expected to deepen President Putin’s diplomatic isolation as he has to arrest and hand over to the ICC any suspect for whom an arrest warrant has been issued, even the head of a foreign government.

Headquartered in The Hague, the Netherlands, the ICC is an institution that aims to punish ‘individuals’ who have committed the most serious crimes, such as war crimes, crimes of aggression, and crimes against humanity, that are of common interest to the international community.

Putin is the third case in which the ICC has issued an arrest warrant for a head of state, following former Sudanese President Omar al-Bashir and Libyan dictator Muammar Gaddafi.
