A lack of transparency and inadequate control – these are the core allegations that the Organization for Economic Cooperation and Development (OECD) is making against a number of shipping nations. The criticism expressed in a recent study is aimed at the state aid with which governments want to support maritime transport in the Covid-19 pandemic.

The study comes from the OECD sub-organization “International Transport Forum”, abbreviated ITF – not to be confused with the global transport workers’ union, which operates under the same abbreviation. The starting point of the sometimes hefty criticism is the finding that state support packages intended to help shipping to cope with the corona crisis would be granted in many forms, “but usually without conditions – and rarely aimed at more comprehensive political goals.” Here, according to the clear recommendation, “a rethink is necessary”.
