Alcohol and BBQ allowed in 22 Quebec parks as of Friday

From Friday, it will be legal to consume alcohol with a meal and to use a gas BBQ in 22 large parks in Quebec City.

This is what Régis Labeaume announced Monday afternoon in the hope of “knitting one summer”.

The municipality will therefore legalize an activity already practiced, more or less discreetly, in the parks and encouraged by the arrival of good weather. The physical distance of two meters must obviously be respected.

Other sites, which are not managed by the City, could be added to the 22 announced. Discussions are underway with their managers such as SÉPAQ or the National Battlefields Commission (for the Plains of Abraham).


“The past few weeks have been difficult. We all feel this weariness after weeks of confinement. We are worn out by the pandemic. We are waiting feverishly enough for the lifting of certain restrictions to be able to enjoy summer. Young and old alike need to get some fresh air, laugh and have fun, “said the mayor at city council on Monday evening.

The latter launched an appeal to the sense of responsibility of the population by advocating self-discipline. Admitting to being “traumatized” by old images of over-watered Saint John celebrations, Mayor Labeaume called on citizens to consume alcohol moderately, to avoid excess, not to trash anything and to bring the waste home to sort them.

“We tried to choose the parks that are furthest from the inhabited places. It will be a bit disturbing, but we will ask you to be tolerant, “added the mayor.

Enlarged terraces

On the other hand, as soon as Public Health authorizes the reopening of the terraces, the City will allow owners of bars and restaurants to enlarge their terraces on the sidewalk and even in parking lots. It does not matter whether these establishments are located on commercial arteries or not.

Alcohol will also be allowed on the commercial streets when they are pedestrianized. Municipal regulations will have to be lightened this week to authorize these new practices, but certain authorizations will still have to be obtained by restaurateurs from the Régie des alcools, des courses et des jeux (RACJ).

“I can’t wait to go out on a terrace and have a beer on a terrace in the evening when the weather is good. It will do me good. People who own restaurants and bars also need money, “said Régis Labeaume.

Rather favorable to these intentions, Jean-François Gosselin, chief of Quebec 21, however slipped that he would have preferred that all this was “attached with Public Health more firmly before making announcements”.
