Andrés Betancor, member of the Central Electoral Board between 2017 and 2019, received a salary from Citizens while participating in debates and resolutions that affected the party in the organ, according to yesterday eldiario.es. Betancor joined the body on the proposal of Cs and hid his employment relationship with the party from Congress. Cs stressed yesterday that his adviser was not illegal but he avoided clarifying the details of the case and called it a “smokescreen for independence”. The two candidates to lead Cs declined to comment.
Andrés Betancor, professor of Administrative Law at Pompeu Fabra University, is currently a member of the management company that runs Ciudadanos. He entered as a member of the Central Electoral Board, the highest electoral authority, in October 2017 at the proposal of the party then led by Albert Rivera. At the appearance before the congressional appointments commission to access this body, neither the academic nor the party made any mention of their employment links with Cs. In addition to a salary whose amount has not transpired, Betancor had an office in the offices that the Chamber allocates to political parties, according to information from eldiario.esthat neither the aforementioned nor the party have denied.
Betancor, who did communicate his employment relationship with Cs to the Pompeu Fabra University to obtain the pass to a part-time contract, participated in the Electoral Board in resolutions of great importance and great tension, such as the exclusion of former Catalan President Carles Puigdemont, escaped to Belgium, from the candidacy for the European elections, together with the Catalan political leaders Oriol Junqueras and Toni Comín. This decision was later reversed by the Constitutional Court.
A Madrid court in May rejected a complaint against Betancor and another member of the Board presented by Puigdemont’s party for their “animosity” against him, which the justice system did not consider. For his part, the president of the Generalitat, Quim Torra, whom the Electoral Board denounced before the Prosecutor’s Office for not removing the banner with the yellow ribbons from the balcony of the Palau de la Generalitat in the last municipal elections, which ended in his conviction for disobedience and the loss of the regional deputy act, he announced yesterday that he will file a complaint for “bribery, prevarication and / or electoral crime” against Betancor. The law does not foresee incompatibilities for the members of the Electoral Board, five of whom are professors at the proposal of the parliamentary groups.
Yesterday, the Pompeu Fabra University also announced the opening of an informative file to the professor to study whether his performance could deserve any type of sanction by the center. Contacted by this newspaper, Betancor declined to comment.
Citizens yesterday avoided clarifying how and when he paid the professor and if he combined that remuneration with the position on the Electoral Board. Nor did he deny it. The spokesperson for the party in Catalonia, Lorena Roldán, assured in a press conference that she did not know if Betancor charged the party, while she crossed out the news of “fake news of independence ”. “I do not know the details of this possible relationship or not. But in any case, if it existed it would not be illegal, ”he defended. “This is another smokescreen that separates separatism,” he added.
