On May 25, an update on the official website of the Ministry of Public Security of the Communist Party of China showed that Qi Yanjun, deputy mayor of Beijing and director of the Municipal Public Security Bureau, has also served as the deputy minister of the Ministry of Public Security.

According to public information, Qi Yanjun served as the director and deputy chief of the Fire Protection Supervision Department of the Shandong Fire Brigade, the chief captain of the Henan Fire Brigade, the director and deputy director of the Fire Protection Supervision Department of the Fire Bureau of the Ministry of Public Security, and the Fire Bureau of the Beijing Public Security Bureau (City Public Security Fire Department). Corps) director (captain), deputy secretary, deputy director, and executive deputy director of the Beijing Municipal Public Security Bureau. In April 2020, he served as the deputy mayor of Beijing and the director of the Beijing Municipal Public Security Bureau.

When Qi Yanjun was the captain of the Henan Provincial Fire Brigade, hePublic Security DepartmentThe chief is Wang Xiaohong. Later, when Wang Xiaohong was in charge of the Beijing Public Security Bureau, Qi Yanjun was also transferred to Beijing to take charge of the firefighting.

After being promoted to be a member of the Party Committee and Deputy Minister of the Ministry of Public Security, Qi Yanjun is still concurrently serving as the Deputy Mayor of Beijing, Secretary of the Party Committee, Director and Chief Inspector of the Municipal Public Security Bureau (concurrently), and Deputy Secretary of the Political and Legal Committee of the Municipal Party Committee (concurrently).

In the past six months, the leadership of the Ministry of Public Security of the Communist Party of China has been adjusted three times. Previously, in May 2022, Deputy Minister of Public Security Lin Rui was transferred to Deputy Secretary-General of the Central Political and Legal Committee. In November 2021, Wang Xiaohong succeeded Zhao Kezhi as Secretary of the Party Committee of the Ministry of Public Security, and continued to serve as the Deputy Minister (at the ministerial level) of the Ministry of Public Security in charge of daily work, and the Director of the Secret Service Bureau of the Ministry of Public Security.

Nearly three public security chiefs in Beijing have served across the Ministry of Public Security and the Beijing Municipal Bureau. Before Wang Xiaohong, Fu Zhenghua was also appointed as the director of the Beijing Municipal Public Security Bureau, and was promoted to the deputy minister and executive deputy minister of the Ministry of Public Security, and then transferred to the Minister of Justice.

Many provincial public security chiefs lose their power in cross-provincial transfers

Shanxi Satellite TV reported that the province’s 24th meeting of the Standing Committee of the National People’s Congress showed that Liu Yang, who previously served as vice governor of Jiangsu Province and director of the provincial public security department, spoke at the meeting. But his new role was not disclosed.

Hunan Satellite TV reported on May 24 that Li Jianzhong, the former vice governor of Anhui Province and director of the Public Security Department, has recently moved to Hunan Province to take up his new position. But no job is mentioned either.

Zheng Yi, who previously served as secretary of the Xishuangbanna Prefecture Party Committee in Yunnan, has recently served as secretary of the party committee and chief inspector of the Liaoning Provincial Public Security Department.

Liu Kai, the former Vice Governor of Hebei Province, Secretary of the Party Committee and Director of the Public Security Department, has been transferred to Jilin Province and was appointed Vice Governor on May 7.

Xu Xianhui, the former vice governor of Hunan Province and director of the Provincial Public Security Department, has been transferred to Guangxi. On May 13, Guangxi official information showed that Xu Xianhui was the vice chairman of the autonomous region.

Liu Wenxi, deputy head of the Disciplinary Inspection and Supervision Group of the Central Commission for Discipline Inspection of the Communist Party of China in the Ministry of Public Security, was recently airborne in Hebei Province and served as Secretary of the Party Committee of the Provincial Public Security Department.

It is worth noting that Liu Kai, the former Vice Governor of Hebei Province, Secretary of the Party Committee and Director of the Public Security Department, was only appointed as Vice Governor after being transferred to Jilin. Xu Xianhui, the former Vice Governor of Hunan Province and Director of the Provincial Public Security Department, was transferred to Guangxi. Only the vice-chairman of the autonomous region loses the power of public security. As for Liu Yang, who was transferred from Jiangsu to Shanxi, and Li Jianzhong, who was transferred from Anhui to Hunan, it remains to be seen whether the same arrangements will be made.

Fu Zhenghua,Sun LijunCase lift clean

The Standing Committee of the Beijing Municipal Committee of the Communist Party of China held a meeting in April to demand that the influence of former CCP justice minister Fu Zhenghua and other poisonous influences be thoroughly eradicated.

Gao Yu, a former well-known journalist in mainland China, disclosed on Twitter on May 2 that the Beijing Municipal Public Security Bureau removed more than 50 bureau-level leaders from the public security team. The Organization Department of the Beijing Municipal Party Committee has “three nos” requirements for the units receiving the cleaned-up personnel, such as “no entry into the office, no management of people’s property, no promotion and use” and so on.

The officials who were removed from the public security system include: Gao Yan, Secretary of the Party Committee of the Police Academy, Wang Yi, Commander of the Public Security Corps, Shi Zhanping, Commander of the Economic Investigation Corps, Wang Yuxia, Political Commissar of the Pinggu Branch, Che Yan, Political Commissar of the Shunyi Branch, Liu Peng, Political Commissar of the Daxing Branch, and Deputy Director of the Haidian Branch. Wang Shenyu, Guo Ping, Deputy Director of Tongzhou Branch, Cao Guodong, Deputy Director of Daxing Branch, Sun Changqing, Secretary of the Disciplinary Committee of the Economic Investigation Corps, etc.

In addition, the Ministry of Public Security of the Communist Party of China has recently made frequent efforts to clear out the “Sun Lijun political gang”. Official reports indicated that Fu Zhenghua also participated in Sun Lijun’s political gang. Both Fu and Sun were officially reported to be involved in “extremely inflated ambitions”.

Other members of the “Sun Lijun political gang” that have been officially disclosed include Wang Like, the former secretary of the Jiangsu Political and Legal Committee, Gong Daoan, the former Shanghai Public Security Director, Deng Huilin, the former Chongqing Public Security Director, and Liu Xinyun, the former Shanxi Public Security Director.

Zeng Xin, former secretary of the Guangxi Political and Legal Committee of the Communist Party of China, Liu Yanping, former head of the discipline inspection team of the Ministry of State Security, and Wang Dawei, director of the Liaoning Provincial Public Security Department, were also accused of Sun Lijun’s case.

A commentator Wang Youqun once wrote an analysis in The Epoch Times that the backstage bosses of the “Sun Lijun political gang” are Meng Jianzhu, a former member of the Political Bureau of the Communist Party of China and Secretary of the Central Political and Legal Committee, Zeng Qinghong, a former member of the Standing Committee of the Political Bureau of the Communist Party of China and Vice President of the State, and the former top leader of the Communist Party of China’s government and army. Jiang Zemin.

The public security system is an important part of the so-called “knife and handle” of the CCP, and it has always been on the front line of human rights persecution. Both Sun Lijun and Fu Zhenghua, who have already been sacked, Wang Xiaohong, Secretary of the Party Committee of the Ministry of Public Security, and Qi Yanjun, director of the Beijing Municipal Public Security Bureau, have all been included in the tracking list of the International Organization for Investigating the Persecution of Falun Gong.
