“There has been an increasing amount of information recently about Lithuania’s ban on shipments from Russia to Kaliningrad via Belarus, which is clearly a declaration of war and unacceptable in today’s environment,” Lukashenko said.

He added that recent confrontational rhetoric from neighbouring Poland and Lithuania, as well as NATO’s deployment of nuclear-capable fighter jets on the Belarusian border, are cause for concern.

Kaliningrad is a Russian enclave in the Baltic Sea surrounded by EU countries Lithuania and Poland. Russia is dissatisfied with Lithuania’s implementation of a railway transport ban without notice, prohibiting Russia from transporting large quantities of goods to Kaliningrad Oblast through Lithuania. Lithuania denies it is an embargo, but instead enforces the EU sanctions programme to impose restrictions.

There are signs of a loosening of the EU’s stance, and pressure on Lithuania to clear the way for Russian sanctioned goods has increased. However, according to Russia’s TASS news agency, President Nauseda discussed this issue with European Commission President Ursula von der Leyen in Brussels, and once again showed the attitude of the founding country. He stressed that Lithuania must retain control over the movement of goods through its territory and would not consider making concessions to Russia.
