Make the least euro spent "ecologico-compatible". This is the challenge of the Île-de-France region, chaired by Valérie Pécresse (LR), which presents this Wednesday morning its "Mobilization Plan for ecological transformation".
On the table, depending on the region: € 10 billion, invested by 2024 in each area of the community's competence – from air quality, health, urban planning, waste management , biodiversity or transport.
"There is an ecological emergency. The idea of this plan – whose milestones have been set for three years (Editor's note: she was elected in 2016) – it is to activate an ecological transformation of each policy of the region, by bringing concrete answers to the inhabitants. All the inhabitants: those of the rich cities, the poor cities, and the villages ", summarizes Valérie Pécresse.
Renewable energies, green spaces, subway air
2024, year of the Olympic Games in Paris, "in addition to giving the region to the world," judges the elected, is also a "close horizon to meet the urgency and sufficient to fulfill the promises."
In detail, just for 2020, the environment budget itself will be proposed to vote in November at € 145 million, an increase of 25% over the 2019 financial year. What to directly finance environmental projects in the region? year, particularly in the field of renewable energies (€ 46 million), the creation of green spaces (€ 30 million), the fight against wild deposits (€ 9 million), or the launch of an experiment air pollution in the subway.
A "plan anti-corks" to 250 M €
Beyond this specifically dedicated budget, the region intends, by 2024, to multiply the expenses that will have a positive impact on sustainable development.
Transport has a prominent place in the plan. With already committed devices that will be accelerated, such as the "anti-cork plan" to 250 M € planned to treat 40 black spots of traffic, or € 100 M invested on projects bike paths. In the radius of the novelties: a purchase aid for 30,000 electric bicycles, the creation of a label for charging points for electric vehicles.
Thermal renovation of 25,000 HLMs
Regarding biodiversity, € 14.4 million is invested to buy and open to visitors the 600 ha of Saint-Martin wood in Noisy-le-Grand (Seine-Saint-Denis). "This is clearly a new Vincennes wood," says Valérie Pécresse.
In addition, 25,000 housing units with a thermal diagnosis of energy efficiency class F or G – that is to say they are poorly insulated – will be renovated before 2024. "This is half of the total number of apartments considered thermal sieves in Île-de-France, "says Valérie Pécresse. In 2020 alone, € 10 million will be allocated to this task. "We attack the HLM because we want a social ecology", still hammering the president of region.
More bio in high school
In terms of health education, the region promises that 100% of high school canteens will be supplied by 2024 with local products, 50% of which are organic.
Finally, 500 M € will be reserved for the creation of participative budgets, envelopes that Parisians can dedicate to a project they define themselves. In five areas: clean mobility, biodiversity, waste, and energy transition.
