CAI of Malambo seized due to food demand – Barranquilla – Colombia

As an “unusual” event, the residents of Malambo, municipality of the metropolitan area of Barranquilla, the legal situation of a CAI that has prevented it from expanding its infrastructure and thus reinforcing security.

The police establishment is located in the El Concord urbanization, where approximately 35,000 people live, who have seen how insecurity has increased due to cases of theft, among other crimes.

The notary said that it is not possible, because it appears with that annotation

“We ask (the Mayor’s Office) for a more numerous foot of force, but for that we already need a station. This grew too much and they told us that this was going to happen,” the community leader, Gustavo Manga, told EL TIEMPO.

In that attempt to respond to the requests of the community, they discovered that the First Family Court of Barranquilla registers in September 1995 a precautionary measure on a dfood demand with inheritance request.

According to Manga, it is an embargo that affects the CAI, the Police inspection and the church that were constituted on a property that belonged to a private individual since 1980.

“We were on the point with the past administration, which showed a lot of interest in the extension request, but it was not possible. The notary said that it cannot be done, because it appears with that annotation,” the man recalled.

He added that, as well as these three facilities, in total there are 27 farms, approximately, for those who have been fighting for a decade for the authorities to start the legalization process.

Solving the case is a matter of time

However, the community is excited that the case of the CAI and the buildings of the other two institutions will be resolved soon, thanks to the time that has passed after the lawsuit and that the heirs have shown “willingness” to agree with the municipality.

The reaction of the Mayor of Malambo

In dialogue with this medium, the Mayor’s Office of Malambo, through the head of Planning, Peter Kepes, explained that unfortunately the administrations of that time did not require the developer the protochal delivery before the Office of Public Instruments.

“This process that we are carrying out is not easy, since unfortunately the owners of that property do not exist today and the company in which it was constituted does not exist either, so an executive process must be carried out that allows and makes possible the legalization of these properties, of agreement with the legal committee that evaluated this issue,” he said.

The official added that in the current administration of Mayor Rumenigge Monsalve, a owner goal and legalize both fiscal properties and properties of common interest (neighborhoods that were built “illegally”).

“In this process, we have already carried out 1,500 title deeds in different neighborhoods and 30,000 square meters of legalization of institutional properties. Obviously the CAI of El Concord and the inspection are part of that process”, closed Kepes.

Due to the above, the community is waiting for this “unusual” case to be resolved and thus be able to enjoy a CAI in the medium term that allows them to regain confidence in the security of their urbanization.
