Specific circumstantial evidence has been revealed that former Justice Minister Cho Kuk solved the exam for his wife Jeong Kyung-shim, a former professor at Dongyang University, and his son Cho Won, who was a student at George Washington University in the US. Former Minister Cho explained that it was an erroneous statement to the effect that his son Cho was subjected to school violence and needed care, so he took the proxy test.

In another democratization-related subject, there were two proxy exams. In October and December 2016, Cho shared the online exam schedule in advance in a family chat room. When Mr. Cho said, ‘Dad, I have an exam at 1 o’clock.’ Former Minister Cho said, “Dad, I’m ready. If you send me a problem, I will go from bottom to top, you from top to bottom, and you (Professor Jeong) at will.” Professor Jeong also said, “My mother also sat in front of the computer. Ready,” he said, and then he went up from the middle to the top to solve the problem.
In addition, according to the prosecution, Professor Jeong rebuked Cho when he continued to receive poor grades, saying, “What if I can’t get my mind right like this?” and wrote several assignments for several subjects. Former Minister Cho encouraged him to write the assignment, saying, “Be strong.” His son, Mr. Cho, also expressed his gratitude, saying, “Thanks to you, I got a B +.” When Professor Jeong said, “The exam type is difficult,” former Minister Cho replied, “The three must work together to pass.”
Prosecutors said, “If you look at the George Washington University Academic Ethics Code, it stipulates acts that bring other people’s achievements as if they were your own, and if you repeat false acts, you fail.
