Communiqué of the Council of Ministers of November 18, 2020

The President of the Republic, His Excellency Macky SALL chaired the Council of Ministers this Wednesday, November 18, 2020 at the Palace of the Republic.

At the start of his communication, the President of the Republic addressed the issue related to the 2020-2021 school year. In this regard, he sent his encouragement and best wishes for success to the entire educational community of Senegal (teachers, learners, parents, supervisors and administrative and technical staff).

In a context marked by the COVID-19 pandemic, he asked the Government, the ministers in charge of Education, Vocational Training, Higher Education, Public Service, Finance and Budget, to take all the necessary measures in order to consolidate, with the social partners, the overall and lasting stability of the national education system.

Continuing his communication, the President of the Republic insisted on the need to establish the sustainability of the results obtained by Senegal in the fight against the COVID-19 pandemic, by avoiding any slackening and by significantly strengthening vigilance at the level of our borders.

In this regard, he gave instructions to the Minister of Health to continue, through appropriate communication, the permanent sensitization of the populations on the strict respect of the barrier measures and the correct wearing of the mask.

Addressing the need and the urgency of implementing the Green PSE in schools, the President of the Republic urges the actors of the educational community to strengthen environmental monitoring and consolidate the ecological transition by implementing, with the support of competent state services, permanent reforestation, tree planting and landscaping programs in our schools, colleges, high schools and universities.

He also reminded the ministers in charge of Education, Vocational Training and Higher Education of the urgent need to further transform the modes and methods of education and training through the development of e-Education. with the systematic integration of digital technology and the updating of training curricula for professions and vocations in line with developments in the contemporary world.

On the strategy of intensifying the professional integration of young apprentices and graduates, the Head of State insisted on the importance he attaches to it and which resulted in the strengthening of the Ministry of Employment and vocational training, strategic “apprenticeship” and “professional integration” components in order, on the one hand, to train young people in occupations that meet the needs of the economy and the labor market and, on the other hand, to support graduates and apprentices to get into professional and economic life.

In this regard, the Head of State asked the Minister of Employment to submit to him as soon as possible a national strategy for professional integration (SNIP) which gives fundamental priority to young graduates, in line with the public systems (DER F / J, ADEPME, FONAMIF….).

The Head of State also underlined the imperative to update the mapping of job seekers in Senegal (by integrating age, gender, region and training). In this context, he gave instructions to the Minister in charge of Employment to ensure better control of the flow of “graduates” from vocational training schools.

It also invites the Minister in charge of Integration to initiate, on the ground, pragmatic sectoral initiatives to help the hiring of young people in relation with the Minister in charge of Labor, employers’ organizations, structures and movements of youth (National Youth Council, ONCAV…), des.

The Head of State finally informed the council of his decision to create, with the President of the Republic, A NATIONAL COUNCIL FOR THE INSERTION AND EMPLOYMENT OF YOUNG PEOPLE (CNIEJ), a strategic advisory body of impetus, which will be implemented in the second half of December 2020.

In this regard, the Head of State has given instructions to the Ministers in charge of Employment, Vocational Training, Apprenticeship and Integration, Work and Youth to submit to him, through from the Minister, Secretary General of the Government, a project relating to the creation of the CNIEJ which will be examined in the Council of Ministers before the end of December 2020.

Addressing the issue linked to the upsurge in illegal emigration from our coasts, and its media coverage, the Head of State insists to the ministers concerned and the defense and security forces, on the imperative and systematic need to strengthen surveillance and control systems for the national maritime space, and particularly the coast, with emphasis on fishing areas which are the main points of departure for illegal migrants.

In this regard, he asked the Government to pay more attention to the economic revitalization and the social situation of the populations of the fishing areas. The latter must be more sensitized and supported, with diligence and efficiency, by the public funding and supervision mechanisms to be deployed quickly and effectively in the targeted localities.

Recalling the many achievements made by the Government in the fishing sector, the Head of State gave instructions to the Minister of Fisheries and Maritime Economy to increase the awareness of fishing stakeholders on safety issues at sea: in this regard, he asked him to ensure the satisfactory resumption of the program to provide fishermen with life jackets.

The Head of State also invited the Minister of Fisheries and Maritime Economy, in conjunction with the Minister of Finance and Budget, to take stock of the situation of the construction program for fishing docks, fishing areas. modern processing, refrigerated storage complexes for fishing products, the program relating to the acquisition of outboard motors, the program for the geolocation of artisanal fishing canoes and the program for the acquisition of refrigerated trucks intended for stakeholders in the Peach.

The Head of State finally urges the Minister of Fisheries and Maritime Economy to accelerate the gradual entry into service of fiberglass canoes in order to replace the wooden canoes which promote “aggression” and “destruction. Of our forest stands.

Addressing the nagging question of the sustainable preservation of Niayes and our forests, the Head of State ordered the armed forces to carry out a special reinforcement mission, alongside the Water and Forests services, in the fight against illegal traffic in timber throughout the national territory, particularly in the forest area of ​​southern Senegal (department of Medina Yéro Foulah) and Bignona.

In this regard, he asked the Government to take all necessary steps to provide the defense and security forces with all the support necessary to safeguard our forest heritage.

The Head of State also invites the Minister in charge of the environment to intensify, with his services, preventive actions to raise awareness and fight against bush fires by accelerating the development of firewalls in potentially vulnerable areas. .

The President of the Republic, moreover, points out the imperative to grant a paramount importance to the preservation of the vocation of Niayes like special zone of sustainable vegetable production.

Finally, he asks the Ministers in charge of Agriculture, Environment, Water and Town planning, to establish a permanent dialogue with market gardeners in Senegal.

On the social climate, management and monitoring of internal affairs, the Head of State insisted on:

-The management of national private schools in the context of Covid 19, in this regard he asked the Minister of Education to ensure the proper functioning of schools.

Also, the ministers in charge of Education and Vocational Training, must ensure the reinforced supervision of the activities and regular functioning of private schools.

On the regulation of the sugar market, the Head of State asks the Minister of Commerce to ensure rigorous regulation of this market to avoid weakening the industrial fabric in this sector.

The Head of State, asks the Minister of Town Planning, Housing and Public Hygiene to take all the necessary measures for the final settlement of the file of disused and demolished buildings of Hann Marists, in particular the rents to be paid for the former occupants.

On the monitoring of cooperation and partnerships, the President of the Republic asked the Minister of the Economy, Planning and Cooperation and the Minister of Infrastructures, Land Transport and Opening up to speed up the execution of the Project. of Construction of the Mbour – Fatick-Kaolack Highway, the works of which must be launched as soon as possible.

Regarding the MO IBRAHIM 2020 report on Good Governance, the Head of State welcomed the remarkable ranking of Senegal in the African Top 10 and the positive conclusion of the second review of the three-year program under the Coordination Instrument of Economic Policies (ICPE) with the IMF.

-The Minister Secretary General of the Presidency of the Republic took stock of the follow-up to the presidential directives;

-The Minister of Health and Social Action took stock of the COVID 19 pandemic and informed the Board of the launch of the DIATROPIX platform for the manufacture of rapid diagnostic tests by the Pasteur Institute in Dakar in relationship with the firm Mologic;

-The Minister of Agriculture and Rural Equipment took stock of the agricultural campaign and the preparation of the 2020-2021 marketing campaign;

-The Minister of Industrial Development and Small and Medium Industries made a communication on the implementation of the Southern Agropole;

-The Minister of Labor, Social Dialogue and Relations with Institutions made a communication on the monthly payment of retirement pensions by the Institution de Prévoyance Retraite du Senegal (IPRES);

-The Minister to the President of the Republic in charge of monitoring the Emerging Senegal Plan provided an update on the flagship projects of the PES.

Under the laws and regulations, the Council examined and adopted:

-The bill authorizing the President of the Republic to ratify the protocol for the implementation of financial assistance between the Government of the Republic of Senegal and the Government of the Republic of Turkey signed in Dakar on January 28, 2020.
