A certainty and coincidence at the same time have today the national government, the province of Buenos Aires and the Buenos Aires administration: that the quarantine scheme to counter COVID-19 will continue in the AMBA after June 7. Although there could be “oxygenation” or “relaxation” of the current isolation regime as long as the plateau of cases of contagion that was seen in the last week in the metropolitan region persists in the coming days.
This conclusion was reached on Monday by the highest representatives of the national government led by the Chief of Staff, Santiago Cafiero, together with ministers from the city of Buenos Aires and the Buenos Aires government in a meeting of almost two hours that was held at the Casa Rosada where the opposing positions that currently exist between CABA and the province of Buenos Aires were exposed to an eventual wide flexibilization from quarantine.
From the Casa Rosada they admitted Infobae that the idea of “Oxygenate” the isolation in the AMBA region is being evaluated based on the demand of the people but also in relation to the increase in cases of contagion that were seen in recent days where there is no perceived peak of COVID-19 in the Metropolitan region. The idea of “Make a surgical opening of the quarantine that does not involve throwing everything done so far overboard.”
In practice this would be: evaluating new business openings or other activities, provided that strict sanitary control is complied with and that it does not imply a greater traffic in people. This could be by neighborhood areas. Also in this idea of “oxygenating” the quarantine, eventually, the inter-jurisdictional access control points will be maintained.
In line with this intermediate position between the opening vision of Buenos Aires and the idea of returning to phase II of the Buenos Aires administration, the Minister of Transport, Mario Meoni, explained at the end of the meeting that “We do not believe that there are new restrictions in the new quarantine phase, but rather that the possibility of generating new activities that do not involve close contact will be analyzed. But this will depend on how the situation evolves and if a stable contagion situation is maintained. This may change from day to day. “
At the same time, from the Casa Rosada they said that today’s meeting was to analyze the situation of the AMBA to see how the different activities that were being enabled were working and to analyze that scenario to take definitions during the week that the President will resolve during the Weekend. And they highlighted that there was a decrease in the number of cases in vulnerable neighborhoods in both jurisdictions. Any action taken will be sought to be post-consensus among the AMBA administrations.
Thus, both in the City and in the Province of Buenos Aires, the proper functioning of the Caring application, the permissions and the Detect program stood out. A drop in the use of transport compared to two weeks ago, but quite stable. In the last month the average circulation was one million users per day throughout the metropolitan area in all modes, both trains, subways and buses. There was no increase in the volume of people that moved from the Province to the Capital, since in the last month stability of the order of 200 thousand people was generated.
In the next days the president Alberto Fernández will gather more ideas, testimonies and recommendations from ministers of the city of Buenos Aires and the province while seeking the opinion of experts to determine on June 7 how the new stage of quarantine continues. But even with the differences of opinion that exist in the AMBA, there is the certainty of going ahead with the quarantine and not making too many adjustments in the current scheme of social isolation, despite the questions that there were in recent days from some social sectors that ask an opening of activities.
The deputy chief of government of Buenos Aires, Diego Santilli, who participated in the meeting in the Women’s Hall of the Casa Rosada expressed to Infobae that “we must work together and we must all reach consensus. Mobility in the metropolitan region fell. We are one step up in the city of Buenos Aires and in the province. We are stable in cases in the last days. In a new stable step, we have to see what we do ”.
However, inside the meeting it was learned that the posture of the Buenos Aires administration of flexibilization differs from the idea of the administration of Axel Kicillof to return to phase II with greater restrictions.
Some of this hinted at the Buenos Aires Minister of Social Development, Andrés Larroque, who when leaving the meeting at the Casa Rosada said that “the situation of COVID community infections in the Itatí and Azul Villas of the suburbs should keep us on alert. We are going to be careful and we cannot reopen activities today because we have to be careful ”.
Between these two positions today somewhat opposed, President Alberto Fernández will have to move to take a definition of the new quarantine scheme in the AMBA. In the rest of the country, the situation seems to be different. “The interior is another country,” said a government official, implying that the next phase of quarantine in the interior will make activities more flexible.
