Coronavirus in Peru | What activities can work in person and via delivery during the quarantine? | COVID-19

The targeted quarantine has already started at 10 regions with ‘extreme’ alert level due to the increase in COVID-19 cases. Only one group of activities will be allowed in Metropolitan Lima, Lima provinces, Callao, Ancash, Pasco, Huánuco, Junín, Huancavelica, Ica and Apurímac.

The Presidency of the Council of Ministers (PCM) has indicated that these are the activities allowed during 06:00 am and 6:00 pm:


  • Food sales, production and supply services.


  • Sales, production and supply services for pharmaceuticals and basic necessities.


  • All agriculture, livestock, hunting and forestry activities, inputs and related services.

Fishing and aquaculture:

  • All activities in the field, inputs and related services.


  • All activities in the field, inputs and related services. Includes projects of national interest (licenses, procedures, acquisition and transport of goods, services and personnel, as well as activities related to the logistics chain).
  • Architecture and engineering activities for licensing, supervision, work inspection and information gathering.

Public services:

  • Waste water evacuation.
  • Treatment of drinking water, waste and evacuation.
  • Collection, treatment and distribution of water.
  • Disaster risk prevention activities.
  • Maintenance of public spaces and green areas.
  • Cleaning and collection of solid waste.
  • Production, storage, marketing, transportation, and distribution activities for the continuity of water, sanitation, domestic gas and fuel services.
  • Funeral services.
  • Recycling services.
  • Container and packaging activities.
  • Storage services for fertilizers and agricultural raw materials, plastic articles, glass, paper, cardboard, wood sawing, ice for activities in general.
  • Storage services in general.
  • Activities for the organization of electoral processes.
  • Transportation activities for the continuity of public services (water, sanitation, gas, among others).

Technical service:

  • Carpentry, plumbing, electricity, appliance maintenance and equipment repair services, includes maintenance of equipment related to buildings and homes.
  • Laundry services, hardware stores, cleaning services.
  • IT support activities and repair of computer equipment.
  • Combined activities to support facilities associated with cleaning services, support for buildings and maintenance of gardens.
  • Notary services.

Professional service:

  • Legal activities. Defense attorneys’ interviews with persons deprived of their liberty in prisons are carried out virtually or by telephone, in accordance with the Law.
  • Technical tests and analysis for permitted economic activities.
  • Research, innovation and experimental development related to permitted economic activities.
  • Activities of the headquarters.
  • Real estate activities carried out with own or leased assets.
  • Real estate activities carried out in exchange for a fee or by contract.


  • Health services and establishments, includes dentistry, rehabilitation, assisted reproduction, diagnosis, ophthalmology, veterinary medicine.


  • Financial entities, insurance and pensions and related activities.


  • Service activities related to rail, land, sea and river transport, including cabotage.
  • Passenger transport by rail, sea and river, includes cabotage.
  • Flow transportation.
  • Regular provincial ground transportation service.
  • Special ground transportation service for people in the taxi mode.
  • Ground transportation services for workers in all areas.
  • Ground transportation service for people in smaller vehicles.
  • Transport services.

Air Transport:

  • Non-commercial aeronautical activities.
  • Activities related to air transport.
  • Service activities related to air transport.
  • Air transfer to and from the Jorge Chávez International Airport, does not include the departments of Huánuco and Junín.


  • Transportation of cargo, merchandise, parcels, removals and flows, in all its modalities and related activities.


  • Private security activities.

  • Assistance and care for older adults, girls, boys, adolescents, dependents, people with disabilities or people in vulnerable situations.

  • Categorized hotels, lodging (apart hotel) and tourist transport.
  • Hostels, hostels and lodging establishments not classified and categorized.


  • All activities in the field, inputs and related services.


  • Media.
  • Telephone switchboard activities, includes call centers with 50% capacity.
  • Telecommunications-related services (including broadcasting), such as installation, deployment, preventive and corrective maintenance of networks for public telecommunications services.
  • Wired, wireless and satellite telecommunications activities, other telecommunication activities and other support service activities for NCP companies (such as passive infrastructure providers).
  • Telecommunications infrastructure services: installation, deployment, preventive and corrective maintenance of infrastructure and networks for public telecommunications services.
  • Design, installation, implementation, operation and maintenance of public and private projects for telecommunications networks and broadcasting infrastructure.
  • Telecommunications services: with scope to telecommunications operating companies, as well as contractors and suppliers of said operators; Furthermore, it is applicable for administrative work in central monitoring-NOC, call centers, installation of services or attention to breakdowns, sales and delivery activities. “


  • I work in compliance with the control functions related to the health emergency caused by COVID-19 within the framework of Law No. 31016, except for the personnel of the Comptroller General of the Republic, the Institutional Control Bodies, the Superintendency National Labor Inspection – SUNAFIL and the labor inspectors of the Regional Governments.

Public sector:

  • I work in the public sector and provide the necessary services to attend to actions related to the health emergency produced by COVID-19.

Electronic commerce:

  • I work in e-commerce services for the sale of clothing, footwear and household appliances, as well as provision of books, school supplies and office supplies, for education and work purposes, having to comply with the sanitary regulations issued by the National Health Authority.

Hydrocarbons and energy:

  • All hydrocarbon and energy activities, supplies and related services.

Primary and non-primary manufacturing:

  • All activities in the field, inputs and related services.

Likewise, through its digital platform, the PCM indicated the group of activities that can be delivered:

  • General stores, shopping malls, galleries, conglomerates and department stores.
  • Restaurants and the like.
  • Basic product supply stores, supermarkets, warehouses and pharmacies.
  • Postal and courier activities.

The activities that may apply this 24-hour delivery service are the restaurants and food, health and medicine stores.
