Details of the Cabinet’s decisions today, Tuesday, with names of promotions to the 15th and 14th ranks

Founding day

At the beginning of the session, the Council of Ministers – on the occasion of the anniversary of (the founding day), which falls this year on Wednesday (22 February) – expressed pride in the solid roots of this blessed country that extends for three centuries, and the stability it established, achieving justice, cohesion of its citizens, and resilience in the face of challenges. Looking forward to a bright future with growth and progress, and strengthening leadership among the nations and peoples of the world in all aspects of life.

His Excellency the Minister of State, Member of the Council of Ministers for Shura Council Affairs and Acting Minister of Information, Dr. Essam bin Saad bin Saeed, said in his statement to the Saudi Press Agency after the session that the council dealt with, as a result, all the meetings and consultations that took place between the Kingdom and a number of countries during the past days, aimed at consolidating bonds of cooperation and the advancement of relations to broader horizons; In a way that serves common interests and efforts to enhance international peace and security and face global challenges.

The Kingdom’s participation in the Munich Conference

In this context, the Cabinet touched on the Kingdom’s participation in the Munich Security Conference 2023, which was held in the Federal Republic of Germany, highlighting the utmost importance it attaches to consolidating security and stability, and supporting dialogue and peaceful solutions. To stop the fighting, protect civilians, and provide opportunities for peace and development in the region and the world at large.

The Council considered that the Kingdom achieved first place in the e-government and mobile services maturity index for the year 2022 issued by the United Nations Economic and Social Commission for Western Asia (ESCWA), as it is consistent with the progress it is witnessing in this field, which contributed to the development of quality of life, improved competitiveness, and ease of exercise. business, and enhance the efficiency of government work.

The Council reviewed the topics on its agenda, including topics that the Shura Council participated in studying. It also reviewed the conclusions of the Council of Economic and Development Affairs, the Council of Political and Security Affairs, the General Committee of the Council of Ministers, and the Council of Experts in the Council of Ministers.

The council concluded the following:

Firstly :

Approval of a memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the Government of the Republic of South Africa for technical cooperation in the fields of agriculture, fisheries and aquaculture.

secondly :

Authorizing His Excellency the Minister of Finance – or his representative – to discuss with the Moroccan side a draft memorandum of understanding in the financial field between the Ministry of Finance in the Kingdom of Saudi Arabia and the Ministry of Economy and Finance in the Kingdom of Morocco, sign it, and then submit the final signed copy, to complete the regular procedures.

Third :

Approval of a memorandum of understanding between the Government of the Kingdom of Saudi Arabia and the International Monetary Fund regarding the establishment of a regional office for the Fund in the Kingdom and support for the Fund in the field of capacity development.

Fourthly :

Approval of a memorandum of cooperation between the Ministry of Communications and Information Technology in the Kingdom of Saudi Arabia and the Ministry of Communications and Information in the Republic of Singapore in the areas of digital economy, emerging technologies, and digital government.

Fifth:

Approving the agreement to establish the joint committee between the Kingdom of Saudi Arabia and the Republic of Bulgaria, and authorizing His Excellency the Minister of Economy and Planning – or his representative – to discuss with the Bulgarian side regarding the aforementioned agreement, sign it, and then submit the final signed copy, to complete the necessary actions.

Sixthly :

Approval of technical arrangements in the field of civil aviation between the General Authority of Civil Aviation in the Kingdom of Saudi Arabia and the Minister of Transport delegated to the Minister of Environmental Transformation and Regional Cohesion of the Republic of France, the Directorate General of Civil Aviation.

Seventh:

Approval of a cooperation agreement between the Saudi Authority for Data and Artificial Intelligence in the Kingdom of Saudi Arabia and the International Telecommunication Union.

Eighth:

Approval of a memorandum of understanding for scientific and technical cooperation between King Abdulaziz City for Science and Technology in the Kingdom of Saudi Arabia and the Ministry of Innovative Development of the Republic of Uzbekistan.

Ninth:

Authorizing His Excellency the General Supervisor of the National Center for Documents and Archives – or his representative – to discuss with the Indonesian side a draft memorandum of understanding in the field of documents and archiving between the National Center for Documents and Archives in the Kingdom of Saudi Arabia and the National Archives in the Republic of Indonesia, sign it, and then upload the final copy signed, to complete the legal procedures.

Tenth:

Amendment of Article (5) of the organization of the National Committee for Drug Control, approved by Cabinet Resolution No. (119) dated 4/17/1430 AH, related to the formation of the committee.

eleven :

Approval of the organization of the Office of International Legal Affairs.

Twelfth:

Approval of the framework for granting incentives for the localization of priority goods and services in the national strategy for localization, and the matrix of procedures for approving those incentives.

thirteen :

Approval of the final accounts of the Eastern Region Development Authority and the General Endowment Authority for previous fiscal years.

Fourteenth :

Approval of promotions and transfers to the ranks (fifteenth) and (fourteenth) as follows:

Transferring Eng. Mansour bin Abdullah bin Saeed Al-Qahtani from the position of (architectural consultant engineer) at the (fourteenth) rank at the Ministry of Municipal and Rural Affairs, and promoting him to the position of (deputy secretary) at the (fifteenth) rank in the Jeddah Municipality.

Hassan bin Ahmed bin Hassan Al-Sumairi is promoted to the position of Head of Notary Public, rank (fourteenth), at the Ministry of Justice.

Waleed bin Khalaf bin Saeed Al-Barakat was transferred from the position of (General Director of Technology) at the (thirteenth) rank in the Municipality of Al-Madinah Al-Munawwarah Region, and he was promoted to the position of (General Manager) at the (fourteenth) rank at the Ministry of Municipal, Rural Affairs and Housing.

The Council of Ministers also reviewed a number of general topics on its agenda, including annual reports of the ministries: (Commerce, Industry and Mineral Resources, and Investment), the General Intelligence Presidency, the King Fahd National Library, the Social Charitable Fund (cancelled), and the National Debt Management Center. The Council has taken the necessary measures regarding these issues.
