The project of Minister Philippe Henry, in its first versions, had caused a lot of ink to flow, on the side of the majority as well as the opposition. “We had a wide round of opinions with a series of concerns, not all converging”, explains the minister. “We therefore chose to return to something simpler but which remains on our fundamentals. »

In concrete terms, the reform is limited to the registration tax. “We therefore focus on the act of purchasing a vehicle, which has the most impact”, emphasizes Philippe Henry.

The calculation of the registration tax takes into account the CO2 impact of the vehicle and its mass. An advantage is also granted for hybrid vehicles which, for equal emissions and mass, benefit from a 20% reduction compared to a thermal vehicle. Electric vehicles, which will have a lower tax from the outset due to a neutral CO2 impact, will also have an additional reduction, ranging from 10 to 74%, depending this time on the size of the vehicle.

The registration tax will be at least 50 euros with a ceiling of 9,000 euros. “A reduction is always provided for large families and families with shared custody,” says Philippe Henry.

For some vehicles, the difference remains significant. The reason: mass. Thus, the Tesla model 3 goes from a registration tax of 61.5 euros to 1,588.2 euros. Of course, its circulation tax, paid annually, remains advantageous with an amount of 92.9 euros. The initial reform proposed by Minister Henry also modified this annual tax, increasing it to more than 700 euros.

By setting the date of July 1, 2025, vehicles ordered for the moment will not be affected by the reform.
