For those of you who don’t know, the owner of a car dealership in Nagano City (President O) had his customers pay for the purchase of a new car (cash bulk purchase), but he didn’t even place an order with the dealer. is a missing person incident. “Originally, the cash deposited by customers should be deposited in new car dealers such as Nagano Toyota, Niigata Yanase, Tokyo Subaru, etc., but it was not handed over to the dealer and managed elsewhere.”

At the end of December 2021, the sales message via LINE by President O, which had been almost daily until then, ceased. When several customers who were waiting for the delivery of the car were suspicious, they visited a store in Nagano City… The store was empty and President O, who was in the midst of the turmoil, had not been seen since then.

Many people get it wrong, but 99% of the cases covered in this case are “new cars” sold through new car dealers. For comments on articles,

The “undelivered cars” in question are new cars sold through dealers, not used cars. And many of the victims have been with President O of Dynamis Racing for decades, and most of them have purchased new cars from President O many times.

Some people have been waiting for more than two years after depositing cash into President O’s account. The author interviewed more than 50 of the more than 100 victims, and received various information. In addition to purchasing a new car, there are several people who have lent several hundred thousand yen to several million yen to President O over a long period of time, but have not received it back.
When President O was about to touch money that should never be touched, some people couldn’t stand to see him and lent him money. He said that he lent him several million yen, saying, “Don’t do that,” but of course he never got it back.
■Why does it make sense to suspend operations for 20 days at this time?
The demolition of shops and factories began after the Obon holiday in August.
Even now, more than seven months after the incident was discovered, the whereabouts of the president who entrusted the money from the customer to purchase the new car are still unknown. Until around February or March of this year, there were cases in which journalists accidentally witnessed him shopping at a supermarket or returning home in a car with a woman, but in the past few months it can be said that there is nothing. Not much information is available.
During this time, a lawsuit was filed against Dynamis Racing regarding the return of the prepaid minicar price (1.5 million yen), the surrender of the store and factory, and the payment of unpaid rent (total of 2.31 million yen). A payment order has also been issued, but the manager, President O, has never appeared in court.
At the end of the Obon period in August, the demolition of the building finally began. On August 23, the Hokuriku Shinetsu Transport Bureau ordered Dynamis Racing to suspend operations for 20 days.

Dynamis Racing has obtained approval as a “certified factory” from the Hokuriku Shinetsu Transport Bureau as a maintenance business. A certified factory (specified automobile maintenance business) is a factory that has a certain size of workshop, working machines, and employees engaged in disassembly maintenance and electronic control device inspection maintenance. It certifies the maintenance business.
Once approved by a certified factory, inspection and maintenance for vehicle inspections and specific maintenance can be performed, but since the vehicle inspection itself cannot be done in the factory, most of them have to bring it to the transportation branch office to pass the vehicle inspection.
A certified factory must have at least two people, at least one of whom must be a registered maintenance chief who has passed the 1st or 2nd class automobile mechanic skill test. The operator is obligated to have the maintenance chief undergo annual training (legal training + technical training).
The business suspension order issued by the Hokuriku-Shinetsu District Transport Bureau on August 23 was issued on the grounds that refusing to receive this “maintenance chief training” was a violation of the Road Transport Vehicle Act.
