From next year, electric vehicle chargers will be obligatory to be installed in existing apartments, not new ones.

On the morning of the 20th, an electric vehicle charging station was installed in an underground parking lot in an apartment complex in Jung-gu, Seoul. news

Starting next year, electric vehicle chargers will be mandatory even in pre-built apartments, not new ones. In addition, crackdowns will be strengthened, including prohibiting the parking of general vehicles and imposing fines for obstructions to charging in dedicated areas for electric vehicle charging. Accordingly, the convenience of electric vehicle owners is expected to greatly expand.

Mandatory installation of chargers in key facilities such as apartments… Chargers in public institutions, open to the public

The Ministry of Trade, Industry and Energy announced on the 20th that the Promulgation of a Partial Amendment to the ‘Act on Promotion of Development and Distribution of Eco-Friendly Vehicles’ (Eco-friendly Vehicle Act) was approved at the Cabinet meeting on the 20th. According to the amendment, the obligation to install electric vehicle chargers, which was applied only to new facilities among existing apartments and public facilities, will be expanded and applied to already built facilities (existing facilities).

As of 2019, new buildings for apartments and public facilities were 70,000 dong, but existing buildings amounted to 1.4 million dong, 20 times more than this. If you look at the type of charging for electric vehicles, 34% of them are residential. The proportion is larger than that of public institutions (32%) or multi-use facilities (16%). For this reason, it is expected that the convenience of electric vehicle owners will increase if the installation of chargers becomes compulsory for existing buildings. However, the ratio of mandatory installation of electric vehicle chargers according to the number of households in the existing facilities will be determined after revision of the enforcement ordinance.

In addition, the amendment made it mandatory to open electric vehicle chargers built and operated by the public sector, such as the state, local governments, and public institutions, to the general public to the extent that security and business performance are not hindered. This is to allow residents of townships and multi-generational houses, who are not subject to the mandatory installation of electric vehicle chargers, to use nearby public chargers.

Reinforcement of enforcement of general vehicle parking in electric vehicle-only areas… Rapid response such as imposition of fines

In addition, from next year, the prohibition of parking in areas dedicated to electric vehicles and crackdowns on obstructions to charging will be strengthened. According to the current law, the authority to crack down on ordinary vehicles illegally parked on electric vehicle chargers and to impose fines was previously granted to regional governments. As a result, the number of enforcement personnel was insufficient, and enforcement activities were not carried out smoothly as the enforcement targets were limited to the mandatory chargers. This is the background that it was difficult to solve immediately even if a general car was parked in an electric vehicle-only zone and filed a complaint.

In this amendment, to solve these shortcomings, the authority to impose enforcement and fines was changed from a metropolitan government to a basic local government, and the target of enforcement was expanded to all public chargers. As local governments take the initiative to resolve local complaints, the effectiveness of enforcement will increase and the inconvenience of charging electric vehicle users will be resolved quickly.

Lee Chun-seok, secretary general of the National Assembly, boards an electric vehicle and listens to an explanation of charging inspection and operation principle at the completion ceremony of the public rapid charger held at the National Assembly in Yeouido, Seoul on the 3rd of last month. On the grounds of the National Assembly, a total of 22 electric vehicle charging stations are installed and operated, including 11 electric vehicle chargers that were additionally installed on the same day. Applying the mandatory purchase of eco-friendly vehicles to rental cars and taxis… Sharing responsibility for environmental improvement

An eco-friendly vehicle purchase target system will also be introduced, which requires large private vehicle consumers such as rental cars, large corporations, buses, taxis, and freight to purchase or lease a new car at a certain rate or more as eco-friendly vehicles. The purpose is to promote the conversion of business vehicles such as buses that emit large amounts of greenhouse gas and fine dust to eco-friendly vehicles, and to share with consumers the responsibility for environmental improvement that was imposed only on the supply side, such as automobile manufacturers and sales companies. However, the companies subject to the eco-friendly vehicle purchase target system and the mandatory ratio will be determined through the revision of the Enforcement Decree at a later date.

The Ministry of Trade, Industry and Energy said, “This amendment is scheduled to be promulgated in July and will take effect six months after its publication.” .
