Gérad Darmanin wants to better distribute police and gendarmes on the national territory

The Minister of the Interior Gérald Darmanin wants to change the distribution of tasks between the police and the gendarmerie to move towards a “More efficient organization”, he indicates in a newspaper interview The Parisian dated Sunday November 15th.

“It is out of the question to touch our model, which sees two complementary forces acting. But there is a bad distribution between the police and the gendarmerie at the national level ”, he says. “We must move towards a more efficient organization without taboos. I am opening this site which had not been opened for decades ”, adds the Minister.

Gérald Darmanin notably wants to consolidate cooperation between police and gendarmerie in “Areas that require joint action such as law enforcement but also in areas of high competence such as technical and scientific police (PTS) or Cyber”.

No merger

In a simplified way, the gendarmerie operates in rural areas and the police in towns. “But since then, towns have expanded”, continues Mr. Darmanin by way of example, so that “In the metropolitan area of ​​Toulouse, there are four towns under the authority of the police, and all the rest of the area, very urbanized, under the control of the gendarmerie”. “We must without taboos move towards a more efficient organization”, he adds, evoking the notion of “Crime pool like those around public transport or motorway axes”.

The minister also pleads for increased cooperation between the gendarmerie and the police in “The maintenance of order”, “The technical and scientific police (PTS) or the Cyber”. He rules out, however, any merger between police and gendarmerie, believing it to be a “Fatal error”.

New police organization

Regarding the police, the Minister announces the creation of a “Single departmental management in each department” who will have under his orders “Public security, border police and judicial police”.

This new organization will be put in place “From the start of next year in three metropolitan departments: Pas-de-Calais, Savoie and Pyrénées-Orientales”, explains Mr. Darmanin, stressing that “Two of these three departments borderare experiencing immigration difficulties ”. “The experiment will last a year before the system is generalized if it is successful”, he specifies.

Finally, the minister advocates “Stronger modernization in certain areas such as investigation”. “Today, there are 3,000 judicial police officers (OPJ) who no longer carry out investigative work, while paradoxically we lack it. It’s a bit of a crazy system. It is necessary to make its attractiveness to the real job of cop, that of the investigation ”.

The white paper on security, initiated by the predecessor of Mr. Darmanin Place Beauvau, Christophe Castaner, and his Secretary of State Laurent Nunez, required a year of work and discussions between the government, the major police forces and of the gendarmerie and trade unions.
