Tomorrow, Sunday, the Ministry of Local Development will start publishing the general and special requirements stipulated in Public Establishments Law No. 154 of 2019 and its executive regulations in the governorates of the Republic, within the framework of the Egyptian state’s endeavor to establish an attractive climate for investment.

Major General Hisham Amna, Minister of Local Development, confirmed, in a statement today, that the law helps establish an attractive climate for investment by providing the necessary services for all commercial activities, and achieving a positive boom in economic rates in Egypt. Amna explained that the new law works to shorten the documentary cycle for issuing licenses for public shops, so that the citizen can exercise his activity under the umbrella of the state in order to contribute to development efforts. The issuance of licenses that were created in local units and new city agencies, according to an appropriate time rate within 90 days if the license applicant fulfills the general and special requirements stipulated in the law and approved last week, and the minister said that the government seeks through this law to reconcile Conditions of unlicensed shops and their integration into the official economy of the state, which contributes to advancing the economy.

Major General Hisham Amna indicated that the new law grants a temporary license for a period of five years to public places established with unlicensed real estate until the legalization of their conditions is completed. environment, safety and security.

Major General Hisham Amna said that the Supreme Committee for Licensing, which the law stipulated to be established under the chairmanship of the Minister of Local Development and the membership of the ministries and concerned authorities, began its work immediately after the Prime Minister issued its formation by Resolution No. 943 of 2020, and the committee carried out several tasks, the beginning of which was that the Prime Minister, Dr. Mustafa Madbouly approved tables for the classification of public shops with a total of 316 activities, which contributes to defining the activities addressed by the provisions of this law, with the division of activity classifications into two types by coding system, and the committee has prepared an integrated electronic system with the participation of all concerned authorities in coordination with the Ministry of Planning and Economic Development to allow submission of license applications. Through the Internet, within the framework of the state’s direction of digital transformation, benefiting from technological progress, and also to reduce crowding in approved licensing centers. Unifying the requirements and all the requirements of the authorities concerned with licensing public shops according to the nature and type of activity, and developing a guide for civil protection requirements in cooperation with the National Center for Housing and Civil Protection Research, and developing classifications of public shops and general and special requirements for each activity, reviewing and amending them whenever necessary.

The Supreme Committee for Licensing has also prepared forms for permanent licenses, as well as temporary licenses, specifying the conditions required for managers of some activities, identifying documents for the license applicant, and other tasks specified by the law, which gave the committee a great deal of flexibility, with the aim of expediting the licensing of all public shops on The state level in a way that achieves the public interest and contributes to achieving the philosophy of law without the need for any new legislative amendment, indicating that the Supreme Committee for Licensing has been electronically linked to all licensing centers in all governorates of the Republic for continuous follow-up and tight control over the centers to measure performance indicators.

Major General Hisham Amna added that the Supreme Committee for Licensing Public shops It approved the establishment of 339 licensing centers in local units and the New Urban Communities Authority.

It is worth noting that the Ministry has completed the training of 422 workers in licensing centers in the governorates who are in charge of applying the new electronic system for licensing public shops and external parties related to the application of the law, through workshops and intensive training courses, before starting the actual application of the law, where all the necessary explanation was provided. Among the specialists and facilities that the law will provide to citizens, the mechanisms of work of licensing centers, how to receive citizens and the use of modern technologies to raise the efficiency of performance.
