Meal vouchers, real estate loans… What changes on October 1, 2022

Each beginning of the month is marked by the entry into force of new features. After the fuel discount or student aid in Septemberthis Saturday, October 1, 2022, changes will take place on the side of restaurant tickets or even real estate loans. Tour d’horizon.

The wear rate will increase

This Saturday, wear rate will increase. What does that mean ? Credit institutions will be able to grant loans at a higher rate.

The Banque de France recalculates the wear rate every quarter. She announced in September that she was going to raise it “well-proportioned […] in agreement with the Ministry of Economy and Finance ».

“This will make it possible, in compliance with the law, to resolve the more difficult situations of access to credit noted in recent weeks”, adds the Bank of France. The increase in interest rates being currently faster than that of the usury rate, the number of files for loans refused by the banks would have exploded.

Since July 1, the usury rate for a fixed-rate loan with a term of twenty years or more has been set at 2.57%. On October 1, this maximum legal mortgage rate will drop to 3.05%, the Banque de France announced on Wednesday September 28.

The ceiling for meal vouchers increases

From Saturday, it will be possible to pay up to €25 per day with restaurant vouchers (restaurant vouchers, lunch vouchers, etc.)against 19 € currently.

This measure was adopted as part of the finance bill with the aim of supporting the purchasing power of the French. This increase was initially due to take place on September 1.

Also note that since August 18, the list of items that can be purchased with restaurant vouchers has been extended to food products requiring cooking, such as pasta, rice, fish or meat.

Blur around the technical control of two-wheelers

The date of October 1 is also important in the delicate file of the technical control of two-wheelers. The Board of state indeed considered, last May, that a postponement of the entry into force of this obligation was not “not justified” after October 1.

But the government repealed this summer the decree of August 2021 establishing this technical control. Accordingly, the Department of Transport assured The voice of the North mid-September that drivers of motorized two-wheelers who have not carried out a technical inspection do not risk a fine, even after 1 October.

Contacted by West Francethe Ministry of Transport explains that “alternative measures” have been put in place in order to comply with European regulations, in particular a reform of driving licenses, the improvement of infrastructures and the experimentation of sound radars.

He specifies that other countries have not introduced the European technical inspection obligation for motorized two-wheelers: Finland, Ireland and the Netherlands.

Vaccination against influenza and Covid-19

A little later in October, on the 18th, the 2022-23 seasonal flu vaccination campaign will open, it reads. on the official site of the French administration. It will be reserved, until November 15, for people at risk, namely: people aged 65 and over, those with chronic diseases, obesity, pregnant women or even health professionals.

The High Authority for Health recommends combining this vaccination with that against Covid-19. Health Minister François Braun announced on Tuesday September 27 that new vaccines against Covid-19, adapted to the Omicron variantwould be available from Monday, October 3.
