“Ministry of Social Affairs: Programs and Efforts for Lebanon’s Poorest and Most Vulnerable”

The Public Health, Labor and Social Affairs Committee held a session this morning in Parliament, chaired by Representative Bilal Abdullah, in the presence of Minister of Social Affairs Hector Al-Hajjar and members of parliament.

After the session, Representative Abdullah said: “Today we hosted the Minister of Social Affairs in the Health Committee. I believe that the effort made by the Ministry in light of the needs of the people and in light of these economic conditions are tremendous efforts, and it is clear that there is a methodology in working on the issue of programs and there is an attempt to collect accurate scientific “data” that is available for Lebanon.

What is comfortable in the discussion with His Excellency today is his keenness for the state to be the reference. The presence of the state’s reference outside the framework of fragmentation of references is very important. The role of the state must be integrated in social care.

He added, “What we heard today is that there is a sponsor for people’s needs at a minimum. We have to ask for aid as gifts, there is a new loan, and there is a new approach towards the Lebanese child, and this is a project that we confirmed our approval of as a parliamentary health committee. I believe that what the Minister of Social Affairs and the Ministry are doing in coordination with Other ministries, perhaps, should be a disclaimer site. His Excellency the Minister referred to the issue of default, when we hear an objection from people or a complaint, and unfortunately the default is in the Banque du Liban. The money arrived and was followed up in the Audit Bureau, and His Excellency followed it step by step, but it seems that the failure is a reality, as usual, from the Banque du Liban.

Abdullah continued: “We touched on the performance of social affairs centers on all Lebanese soil. His Excellency focused on the issue of dealing with the disabled, and there was a special attention to the program that the Ministry is attending. This segment of people should be the subject of interest, sponsored by the Lebanese, in the hope that funds will expand. This meeting was useful, and the deputies were briefed on the effort that is being made in the Ministry of Social Affairs, and we hope that we will reach a place, an integrated strategic plan regarding the Lebanese state in light of these difficult circumstances, benefiting from the digital transformation that exists today and is working on it. His Excellency and we agree that these issues are temporary, and we hope in the foreseeable future to elect a president, form a government, and get out of the circle of poverty and have to look for resources to meet the growing needs of the people. We agreed to hold a special session with His Excellency the Minister on the issue of the displaced Syrians, and as a health committee, we will not deal with this issue from political perspectives.”

Minister Al-Hajjar said: “Today I want to thank the head of the Health Committee for hosting today, and I explained the programs that are related to the cash situation to the category of children or the poorest. I listened to their questions and obstacles and how we will deal with them. It was a constructive dialogue, and I answered transparently, and I talked about 300 million, and we went through discussions and negotiations, and within less than a month today, the World Bank approved the loan that will benefit from it in the “Aman” program.

He added, “There are points that need improvement, and before the 13th of next June, the social protection strategy will be completed and handed over to the Parliament. The President will appoint a meeting in the coming hours and we will transfer it to the Parliament, which will approve it. They say that we are late with the “Aman” program. Yes, we are two months late. On 4/11/2023, we requested the second payment from the World Bank, and on the 18th of it, the President signed its transfer to the Finance. I worked on this file, day and night. There are stages that this amount must go through. On 4/12/2023, I contacted the “World Bank”, and the request became in the Banque du Liban, and the Governor of the Banque du Liban must sign it, and the moment he signs, the money becomes in the government. We have tried to do everything, and if there is any defect or negligence, I am ready to go to court, but the negligence is not from me and I do not evade my responsibilities. I appeal to the public sector not to oppress people for the sake of the poor.” He concluded: “Data” regarding the displaced is handed over to the General Security, and the Minister of Foreign Affairs does not accept the conditions. We promised to hand over the “data” and until today we have not received it.
