Port of Agadir/New oil terminal: LPEE wins geotechnical recognition

The ANP entrusted this campaign to LPEE for an amount of 4 MDH. It must be delivered, at the latest, in the second quarter of 2023 to provide the port of Agadir with a new oil terminal.

As part of the construction of a new oil terminal to meet the future needs of the Souss-Massa region in terms of hydrocarbons, the National Ports Agency (ANP) has entrusted the geotechnical reconnaissance campaign of the new oil station at the port of Agadir to the Public Laboratory for Tests and Studies (LPEE). After being awarded, on November 29, 2022, after the opening of the bids, this campaign was entrusted by the ANP for an amount of 4 MDH.

According to the extract from the minutes of this call for tenders, whose bids were opened on November 3, 2022, the commission justified the justification of the choice of the successful tenderer (LPEE) by the offer which obtained the highest overall mark following the examination of the administrative, technical and financial files (including the verification of the acts of commitment). In other words, it is the most economically advantageous offer. In total, two competitors, namely LPEE and Geotecnica Del Sur, had tendered for this call for tenders.

In detail, the recognition campaign must be delivered, at most, in the second quarter of 2023 since its overall execution time has been set at 120 days, from the notification of the service order prescribing the start of execution. This timeframe does not include the timeframe for reviewing the overall summary report by the contracting authority, the ANP. The geotechnical reconnaissance campaign will consist of carrying out seven cored soundings on a maritime site coupled with dynamic penetrometer measurements SPT (standard penetration test) providing the characteristics of the soil in addition to seven other pressuremeter surveys on a maritime site in accordance with standard NF P 94 -110-1.

The prescriptions campaign techniques

These pressuremeter surveys will be accompanied by laboratory tests on the samples taken from the surveys. It goes without saying that these are located inside the port of Agadir in the area planned for the new oil terminal opposite the turning circle. According to the market CPS, the quantity of trials, their location and the number of polls are forecast in nature.

In this sense, the ANP reserves the right to adjust and modify the reconnaissance program, downwards or upwards, depending on the first results obtained as the reconnaissance work progresses. ground, in accordance with Article 36 of the general administrative clauses for study and project management contracts – CCAG EMO. In addition, tests in the soil mechanics laboratory will be carried out and will consist of identifying and characterizing the sandy, marly or other formations that will be sampled in the core drillings.

These, on a maritime site, will be carried out at a depth of 20 m from the seabed and carried out in accordance with the XP P 94-202 standard. The collection of intact samples with a minimum diameter of 85 mm will be carried out at least every 2 meters and at each change of geological facies.

In addition, the liquefiable character of the soils will be studied on the basis of the results of the granulometric tests and the surveys. If the soil is liquefiable, the geotechnical engineer will present suitable foundation solutions and study the impact of liquefaction on the planned structures.

After each drilling has been carried out, LPEE must submit, among other things, a report including the description of the formations encountered, the results of the in situ tests, in addition to a global report summarizing all the results of the study ( geotechnical campaign, recommendations on the nature of the foundations of the works to be adopted, dredging means, reports of the surveys carried out and laboratory tests).

The ANP invests 1.1 billion dirhams since 2007
Since 2007, the ANP has mobilized more than 1.1 billion dirhams of investments in the port of Agadir. The distribution of these investments by infrastructure mainly concerned the commercial port up to 700 MDH, in addition to 119 MDH for the construction of protective works. Added to this is an envelope of 75 MDH for the fishing port and 29 MDH for the shipyard.

Among the main projects completed is the multi-purpose terminal. Mobilizing 390 million dirhams, this project aimed to support the industrial and logistical development of the region while anticipating the needs for port infrastructure to support the future development of traffic and have a multi-purpose terminal that can receive cruise ships and military ships to avoid the disruption that they cause to other traffic.

It is also about the deepening of the basins to improve the conditions of access and maneuverability at the port of Agadir, in addition to the safety of the movements of docking of ships at the port of Agadir and ensure the optimal exploitation of the new multipurpose terminal.

Currently, the ANP is working on other projects, in particular the creation of a third access which will be carried out within the framework of the North-East ring road of Greater Agadir within the framework of the circulation plan of the port complex of Agadir, as well as as the improvement of the logistics performance of the port.

Generating the equivalent of 5.6 million tonnes of commercial traffic for the year 2021, including 3.1 Mt for import and 2.4 Mt for export, the port complex of Agadir has a multifunctional positioning already included in the port strategy for 2030 encompassing both the fishing port, the commercial port, the marina and the naval industry.
