Promoting the overall development of children from 0 to 6 years old: some illustrated principles to guide action

by archyde

This knowledge transfer tool, developed by the National Institute of Public Health of Quebec (INSPQ), aims to support actors and actresses in early childhood in the implementation of concerted actions at the national, regional and local levels. More specifically, the tool targets people who support consultation and mobilization in early childhood, and partners and people in the field who feel challenged.

The tool is based on two summaries of knowledge*. These summaries made it possible to identify principles likely to promote the effectiveness of early childhood actions, as well as of the interventions implemented across Canada. The tool presents these principles and illustrates them with examples of evaluated interventions. Of course, there are several effective and inspiring actions carried out in Quebec; however, it was impossible to list them all within the framework of this tool. We encourage early childhood actors and actresses to share success stories to fuel reflection and mobilization.

The process behind the tool

The tool was produced as part of the working group of the concerted intervention initiative for the development of young children (ICIDJE), “support for intervention” component. The ICIDJE also includes a “survey” component, corresponding to the Quebec Survey on the Development of Children in Kindergarten (EQDEM) and the Quebec Survey on the Preschool Path of Kindergarten Children (EQPPEM). These surveys make it possible to measure and monitor the developmental status of Quebec children in 5-year-old kindergarten. For the design of this tool, respondents in early childhood familiar with the EQDEM and the EQPPEM were consulted in order to identify the issues related to monitoring, promotion and prevention in early childhood. A consensus emerged as to the main need of the various actors, namely support in the reflections leading to the implementation of promising actions. The tool was discussed with respondents from various regions at different stages of the process in order to stick as closely as possible to the reality on the ground.
