For the PGN, Grajales Quintero allegedly did not observe the principle of morality, which required “to strive to verify the public interest and respect the principles of transparency and responsibility of state contracting,” since apparently it did not act with rectitude, loyalty, honesty in the exercise of their work.

In the Óscar Jiménez Cely case, he was questioned for allegedly failing to comply with the surveillance and control obligations that the firm he represented had acquired, and which were consigned in the audit contract No. 628 of June 27, 2012 between Diseños and Management of Projects, today HMV Consultoría, and Invías, having authorized the modification of legal business 563 of 2013 with Conpros.

Apparently the legal representative was not only able to breach the agreed auditing contract, but apparently allowed the contractor to be unduly recognized resources to which he was not entitled. The Attorney General’s Office provisionally classified the alleged fault of those investigated as extremely serious as fraud.

The former technical secretary general of Invías and the then legal representative of HMV Consultoría have the right to present charges and request or provide evidence conducive to their defense.
