“Carry out the necessary diplomatic steps with the Bolivarian Republic of Venezuela and other neighboring countries to facilitate the development of an eventual negotiation” with the National Liberation Army.
That is one of the recommendations of the Truth Commission to the new Government of Colombia, contained in the Final report on the armed conflict that is being delivered officially this Tuesday.
According to the Commission, Achieving a definitive peace agreement with the ELN is key to ending the armed conflict and drug trafficking in Colombiaand in that order of ideas, the institution proposes to reopen communications with the regime of Nicholas Maduro.
They mention the need to go to sectors such as the church, civil society and other countries to resume peace talks, taking into account what has been achieved in the latest attempts to approach that guerrilla.
This includes resuming the approach protocols that had already been defined andbetween the parties.
In one of its recommendations, the Truth Commission also proposes that there be “a structure of judicial incentives and in the area of property reorganization to access and maintain the benefits” for drug traffickers and members of criminal organizations in exchange for total subjugation and dismantling.
They also speak of the social demonstration as a demand for the government, the ELN and the other illegal groups to advance in dialogues and negotiations that lead to peace.

The Commission refers to the measures to put an end to criminal organizations and not only talks about their dismantling and formulas for their disappearance, but also guarantees for the rights of the victims.
There is also talk of prioritizing the systematic crimes committed by these criminal networks that affect human rights and even include serious acts of corruption.
Request that the legal definition of those who resort to the figure of submission be resolved in a reasonable time.
In the conclusions, the executive is asked to adopt the necessary measures to avoid the rearmament of the middle managers of the organizations that submit and adopt a differentiated strategy according to the areas in which these organizations are present. And take into account the ethnic peoples and the alternatives so that the members of these communities have access to reincorporation processes.
