No less than 2.3 billion francs will be invested this year in the army. According to the National, the Council of States unanimously approved the credits proposed by the Federal Council.
This amount is down compared to 2020, the Federal Council then requested 2.7 billion. This year, it provides for commitment appropriations to the tune of 2.3 billion francs intended for the armament program (854 million), the acquisition of army equipment (772 million) and the real estate program of the department of Defense (628 million).
The planned investments must make it possible to improve the security of Switzerland and at the same time reduce the impact of the army on the environment. The army has set itself a 40% reduction in its CO2 emissions by 2030 compared to 2001, said Defense Minister Viola Amherd. The projects make sense, and allow the army to be equipped accordingly, Olivier Français (PLR / VD) on behalf of the commission.
The Federal Council has set five objectives in its new message on the army, said Olivier Français. He wants to develop communication systems. This should allow the army to be operational quickly and to guarantee reliable communication that is better protected against cyber attacks, added Viola Amherd.
A budget of 178 million francs should be used to develop the Swiss Driving Network. Sites, important for commitments, but not connected to the network, will be integrated there. The equipment of the computing centers must be renewed (79 million) and the Air Force command infrastructures must be renovated and adapted (66 million).
The Federal Council also wants to improve the mobility of ground troops in order to be able to deal with hybrid conflicts. The tank sappers’ vehicles, which date from 1963, must be renewed (360 million) and the single and two-axle trailers replaced (66 million).
The protection of soldiers will also have to be optimized. The protective equipment against nuclear, biological and chemical weapons acquired in the 1990s must be replaced (120 million), underlined the Minister.
Logistics infrastructure must also be adapted, with additional storage and operating spaces. The workshop building in Berthoud (BE) must be cleaned up and a new building will be built there for logistics activities (163 million). It will accommodate some 2,000 vehicles and 6,000 pallets of equipment and to give up the external sites of Rüdtligen-Alchenflüh and Bern, explained Olivier Français.
The real estate program, for example, plans to install photovoltaic panels over a total area of 18,000 m², spread over thirteen sites. It also plans to continue the development and densification of the places of arms of Frauenfeld (69 million) and Drognens (FR, 45 million). These places must be used in the long term, further clarified Viola Amherd.
The Federal Council also intends to participate in the installation of the shooting range in Sion (26 million), in the rehabilitation of the instruction center of the Federal Office for the protection of the population in Schwarzenburg (BE, 34 million) . He also wants to acquire simulators for multipurpose shoulder weapons (51 million).
