The Minister of Education, Ángel Hernández, affirmed yesterday that in the Dominican Republic education is stagnant at all levels, referring to the results of the “National Diagnostic Evaluation 2022”, carried out on third and sixth grade students, in addition to third year of secondary school, between the months of May and June of last year, which reveals a low performance of the students in the various subjects.

The official said that the country has invested millions of resources in the Education sector, and even so, no significant progress has been made in terms of learning.

“There has not been a difference between what was achieved now, in 2017 and what was done in 2019; It means that society has invested a lot of resources and has not made significant progress in terms of learning,” Hernández said, after adding that “everything is stagnant.”

He considered that in areas such as Spanish, Mathematics, Social Sciences and Letters, “children do not even learn the basics.”

He emphasized, regarding state investments in Education, which evidently have not contributed anything to the system given the lack of authority of those who work in schools, such as principals and teachers, and those parents who are not actively involved in the education of their children. .

Hernández said that the numbers achieved by students, both from the public and private sectors, drew attention due to their similarity with those delivered in previous years.

“In terms of learning, the active role of teachers is something that does not have economic value, but it is effective, and it is not only involving the Ministry, but both directors and teachers do their part.”

Likewise, he justified that “there is a rupture between the central level (understood as the Ministry) and the local level (schools)”, so that the decisions that are sometimes made at the central level do not affect the local level”.

The diagnosis

The Ministry of Education released yesterday the results of its “National Diagnostic Evaluation 2022”, which reveals significantly lower percentages for the secondary level; while, in the primary school there were learning losses since the pandemic period.

According to the report, with a percentage range on a scale of 150 to 450, in the third grade of primary school 6,351 were evaluated and only 17% achieved a satisfactory grade in Spanish Language and another 19% in Mathematics.

In the case of sixth grade of primary school, of 6,286 evaluated, 33% achieved positive figures in Spanish, while only 0.7% in Mathematics and 8.7% in Natural Sciences.

For the third grade of secondary school, the sample was 5,900 students, of which 24% achieved the expected results in Languages, only 8% in Mathematics, 13% in Social Sciences and 19% in Natural Sciences.

Score obtained

In third grade, the average in Spanish Language was 304.86, with a standard error of 2.62, and in Mathematics it was 299.40 with an error of 2.02. Compared to the year 2017, there are no differential statistics in a matter of percentage.

In sixth grade of primary school, the average score was 304.74 with a standard error of 2.49; in mathematics it was 297.64, with an error of 2.86; meanwhile, Social Sciences averaged 305.67 with an error of 2.30.

Meanwhile, in the third year of secondary school, the students obtained an average performance in Spanish Language of 23.70%; in Mathematics an average score of 298.15% and in Natural Sciences a percentage of 297.64%.

According to the document, this means that compared to the year 2019, there are downward statistics in Spanish and Social; while, in Mathematics and Natural Sciences, there are no differences.

Public versus private sector

This evaluation is part of Minerd’s standardized strategies to verify student achievement in terms of learning, which are described here on a scale by performance level between elementary, acceptable and satisfactory.

Among the 6,351 students evaluated in third grade, 82% belong to the public sector and 18% to the private sector; in sixth grade, a majority of 76% belong to the public sector and 24% to the private sector; and in the third year of high school, 83 to the public and the other 17 to the private.

According to the statistics, students obtain better results in the public sector than in the private sector, an issue that Ángel Hernandez attributed to the support of parents and the dedication in the process of the administrative teaching departments of each level.
