The Department of Agriculture, Livestock, Fisheries and Food presented on Monday the Strategic Food Plan of Catalonia, a project that will be in force between the years 2021 and 2026 and which highlights the need to have a food policy of “single and shared” country. In the words of the Minister of the Department, Teresa Jordà, the plan aspires to be “a global roadmap” in terms of actions within the food strategy and “lays the foundations for the preparation of the National Pact for ‘food of Catalonia’. The elaboration of the plan, which has been extended for a year, has had the participation of 359 experts, 452 citizens and 217 entities in the sector.
In a statement, the Generalitat details that the mission of the new plan is to “articulate a comprehensive, sustainable and competitive food system, territorially rooted in the country and based on its diversity.” At the same time, it seeks to turn Catalonia “into a country of reference in terms of food excellence, […] recognized both nationally and internationally. On the other hand, the vision of the plan aims to align with international, European and national agendas, mainly with the 2030 Agenda, the Sustainable Development Goals, the European Green Pact, the strategy “From the farm to the table” and the Common Agricultural Policy (CAP).
To simplify compliance, the Department of Agriculture has divided the plan into four dimensions. The first focuses on sustainability, and brings together actions related to climate emergency, economic sustainability and food self-sufficiency. The second focuses on rooting in the territory, while the third focuses on values such as cohesion or fair and equitable treatment between the different actors in the food value chain. Finally, the fourth focuses on healthy eating habits and ensuring a safe food system.
The plan includes a total of 301 actions that are divided into ten strategic objectives. The first is the climate emergency, where the Generalitat has set itself the challenge of increasing the use of renewable energy by 30% and improving energy efficiency in the agri-food and fisheries sector, increasing by 25 % The production of foods that come of models of sustainable production, unfold the law of prevention of the alimentary waste and achieve that 60% of the containers and packagings of plastics used are reusable or recyclable.
In the field of economic sustainability, the Generalitat wants to achieve that 30% of the businesses of the newly created agri-food sector are based on the circular economy, as well as increase by 20% the number of companies that adopt technologies defined as “Exponential.” Within the field of food self-sufficiency, the plan aims to increase local product consumption by 10% and replace traditional animal protein by 10% with new sources of protein.
With regard to territorial cohesion, Agriculture has set as objectives to increase by 10% per year the new additions to agricultural activity, increase by 10% per year the number of women owners of agri-food companies or increase by 25 % the number of producers integrated in the network of distribution of direct sale of local products. The plan also provides for “ensuring universal access to sufficient food to have a healthy diet through tools that facilitate the empowerment of vulnerable people.”
