On September 20, amendments were submitted to the State Duma of the Russian Federation on punishment of up to 10 years in a colony for desertion or non-appearance of a conscript or contract soldier for service for more than a month “during the period of mobilization or martial law, in wartime or in conditions of armed conflict or combat operations.”

The amendments emphasize that those who are in the reserve, during the passage of military training, are criminally liable for the crimes provided for by the article established for military personnel undergoing military service under a contract, writes RIA Novosti.

At the same time, if the unauthorized abandonment of a unit or place of service, as well as failure to appear on time for service, were the result of a “coincidence of difficult circumstances,” a serviceman may be exempted from criminal liability.

Imprisonment for up to 15 years is proposed for resisting the boss or forcing him to violate his duties.

During military training, the storekeepers will also be criminally liable for failure to appear or desertion.

According to a RIA source, the State Duma may adopt amendments to the Criminal Code today, and the Federation Council tomorrow.
