The government has finally confirmed and announced the location of the 3rd new public housing site as a follow-up measure to the ‘public-led 3080+ plan to expand housing supply in metropolitan areas’.
According to the Ministry of Land, Infrastructure and Transport on the 30th, the 3rd new public housing site will supply 140,000 households, an increase of 9,000 from the originally planned 131,000 households in consideration of the plan changes in Taereung, etc. and the housing market situation.
In the metropolitan area, a total of 120,000 households will be supplied to 7 sites, including two new towns in Uiwang Gunpo Ansan and Jinan New Town in Hwaseong, two medium-sized housing sites in Guwol 2 in Incheon and Bongdam 3 in Hwaseong, and 3 small housing sites in Jingeon in Namyangju, Jangheung in Yangju, and Gyomun in Guri. In the metropolitan area, additional housing is secured through large-scale and small-sized housing site development in consideration of transportation conditions, accessibility to the existing city center, and housing demand.
In the local area, 20,000 households will be offered in three small housing sites: Jukdong 2 in Daejeon and Jochiwon and Yeongi in Sejong.
The Ministry of Land, Infrastructure and Transport plans to build a transportation network, infrastructure, and self-sufficient functions suitable for local conditions, and develop them to accommodate residential and business functions in major downtown areas.
Creation of public housing sites in the metropolitan area… 120,000 households supplied
First, 41,000 households will be supplied to 5.86 million square meters in Chopyeong-dong, Woram-dong, Sam-dong, Uiwang-si, Gunpo-si, Tomago-dong, Bugok-dong, and Daeyami-dong, and Gungeon-dong and Sasa-dong, Ansan-si, Gyeonggi-do.
These areas range from Uiwang Station (Subway Line 1) to Banwol Station (Subway Line 4), and are adjacent to Yeongdong Expressway and Seohaean Expressway, so transportation conditions are good. Understanding the formation of a new southwestern axis (Gwangmyeong Siheung – Uiwang-gun Poansan – Hwaseongjinan) that is in balance with the southeastern axis of Gyeonggi-do (Wirye, Pangyo, Bundang, Dongtan, etc.) Introduction of new means of transportation (BRT, etc.) connecting the inside and outside of the district and complex transfer Through the establishment of the center, it will seek to attract specialized industries and create jobs.
In addition, a plan to link subway lines 1 and 4 passing through the district with the metropolitan area express railroad (GTX)-C line will be reviewed.
In the area of Jinan-dong, Banjeong-dong, Banwol-dong, and Gisan-dong in Hwaseong-si, Gyeonggi-do (Jinan, Hwaseong), 29,000 households will be supplied for 4.52 million square meters.
The city will be developed as a self-sufficient city through the aggregation of self-sufficient land in places with convenient transportation such as the Suin-Bundang Line and the Dongtan-Indeokwon Line, and a park and green space of 1.35 million square meters and a complex community space will be prepared. It is also planning to establish a rail transport network that connects the Shinbundang Line.
Guwol-dong, Namchon-dong, Susan-dong, Yeonsu-gu, Seonhak-dong, Michuhol-gu, Gwangyo-dong, and Munhak-dong, Namdong-gu, Incheon Metropolitan City (Guwol 2, Incheon) 2.2 million square meters, 18,000 households will be built. These areas are adjacent to Incheon’s central city area, so location conditions such as infrastructure are good and development pressure is high. Incheon Subway Line 1 (Munhak Stadium Station) passes through the district, and GTX-B (planned) Incheon City Hall Station is located 3 km away, so the traffic conditions are good.
17,000 households will be supplied for 2.29 million square meters in Sang-ri and Suyeong-ri (Hwaseong Bongdam 3), Bongdam-eup, Hwaseong-si, Gyeonggi-do. The site is located about 5 km west of Suwon Station and is an undeveloped area between Hwaseong Eocheon District and Hwaseong Bongdam 2 District.
The Suinbundang Line passes through the northern part of the district, and the Pyeongtaek-Paju Expressway and the Bibongmaesong Urban Expressway are close, so the transportation conditions are good. In the future, it is planned to establish a road network system and pedestrian greenery axis in connection with the Bongdam 2 district.
In Jingeon, Namyangju (920,000 square meters in Jingwan-ri and Baeyang-ri, Jingeon-eup, Namyangju-si) and Jangheung in Yangju (960,000 square meters in Samha-ri, Jangheung-myeon, Yangju-si), 7,000 and 6,000 households will be built, respectively.
Jingeon, Namyangju is located between Wangsuk and Dasan new towns, so the infrastructure of the new town can be utilized. Yangju Jangheung is located near the northern side of the Goyang Samsong District and has a good ecological environment.
Guri Gyomun will be built on an area of 100,000 square meters in Gyomun-dong, Guri-si, and 2,000 households. It is located about 1km east of the Seoul boundary and has good accessibility to Seoul.
A plan to create a public housing site in a local area… 200,000 households
In the area of Juk-dong, Yuseong-gu, Daejeon (Daejeon Juk-dong 2), 7,000 households will be supplied in an area of 840,000 square meters. The development is promoted with the goal of establishing an innovation platform for regional coexistence through the supply of high-quality residential and self-sufficient land by linking Daedeok R&D Special Zone and Daejeon Jangdae Urban High-tech Industrial Complex.
We plan to review the construction of the Eungubi-ro-Jukdong-ro connecting road and Bukyuseong-daero-Jukdong-ro connecting road, improve the geometry of the Jangdae Intersection, and establish a BRT stop.
In the area of Wolhari, Yeonseo-myeon and Sinheung-ri, Jochiwon-eup, Sejong Special Self-Governing City (Sejong Jochiwon), 7,000 households will be built on an area of 880,000 square meters. The plan is to build a park and green space system that connects to Jochiwon Sports Park and Sports Complex, and to supply customized housing types to meet the demand for housing in Jochiwon’s original downtown area, such as workers from nearby universities (Korea University and Hongik University) and industrial complexes.
The adjacent Yeongi-myeon area of Sejong Special Self-Governing City (Sejong Yeongi) will supply 6,000 households on a site of 620,000 square meters. A residential complex tailored to residents considering the characteristics of workers in an administrative complex city and an eco-friendly linear park linking Yeongicheon and Mihocheon will also be created.
In order to block speculative land transactions, the Ministry of Land, Infrastructure and Transport designates the newly announced public housing site and surrounding areas as land transaction permission zones. If you want to acquire land exceeding a certain area within the permitted area, you must specify the purpose of land use in advance and obtain permission from the head of the competent Si/Gun/Gu.
In addition, new public housing sites are restricted from development activities such as building construction, installation of structures, change of land type, soil collection, division/merger of land, and planting, as soon as the public notice is announced for new public housing sites.
The third new public housing site plans to complete the district designation in the second half of 2022 and begin recruitment (sales) of occupants sequentially from 2026 after going through the district plan in 2024.
After the announcement of the location of the new housing site, the Ministry of Land, Infrastructure and Transport is neglecting to investigate illegal matters such as the use of undisclosed internal information, including the results of this speculation investigation.
