Several countries have chosen to leave the decision to the regions, which sometimes results in the application of the pass only in certain areas of the country.

  • Germany : throughout Germany, the 2G rule applies (vaccinated, recovered) according to the All Europe site. This means that a negative test for Covid-19 is no longer sufficient, and that a vaccination pass is required to access gatherings, indoor events, restaurants, cultural and sports venues… However, the Länder have the right to adapt the rules. For example, in the Land of Berlin, since January 15, 2022, the 2G + regulations apply to indoor catering and events in closed rooms, in cinemas and theaters, according to the Tourismus site. That is to say that in addition to the vaccination pass, a negative test is required. In the Land of Saxony, the 3G rule (vaccinated, recovered, tested) applies to non-tourist accommodation, which means that the latter still accept the health pass with only a negative test.
