“The debate on the public debt has become completely binary. Half of the people believes the catastrophic situation, because 120 % of debt to GDP, it is “still huge”. And the other half says that there is no subject because the debt will be cancelled.” By accepting a mission on the public debt, Laurent Saint-Martin, the rapporteur of the budget to the national Assembly, wanted to get out of this opposition rhetoric. For the mp LREM, these positions of principle, to prevent, in effect, that emerges in the country, but also in the Assembly, a calm debate on the financing of public policies.
The parliamentary committee recommends in its report, which will be fully published at the beginning of July, to review the indicators used to measure the debt. So far, the vast majority of observers continued to focus on the ratio of debt to GDP ratio. This measure, however, has been largely emptied of meaning ; the goal of a cap on debt at 60 % of GDP, set in the
