APL 2021. APL beneficiaries who reside with a private lessor will receive their APL from January 2021 this Friday, February 5. Since January 1, the reform of APL now requires a new calculation.
[Mis à jour le 05 février 2021 à 09h14] “An APL divided by two”, “100 euros less”, “My APL went from € 130 to … € 88” … Testimonies are pouring in on social networks this Friday morning. After benefit recipients residing in HLMs, it is now the turn of benefit recipients from private donors to receive the January 2021 APL, this Friday, February 5, 2021. And for some, we can say that it’s the cold shower : their personalized housing assistance is shrinking compared to last year, or even completely disappeared. Including for Internet users claiming to be students, even though they should initially be the least affected by this change (read below). In concrete terms, personalized housing assistance is now calculated based on income received over the last 12 months, and not over those of year n-2, and reassessed every 3 months. For the APL that you will therefore receive for the months of January to March 2021, it is therefore your resources collected between December 2019 and November 2020 that are taken into account, and not those for the year 2019.
This is the reason why the amount of your personalized housing assistance has changed, upward or downward. De facto, the new calculation removes the potential windfall effects from which certain beneficiaries such as young workers could benefit. Are you one of the winners or the losers of this reform? - And your income has fallen (partial unemployment, job loss, etc.), your APL is revalued compared to last year.
- On the other hand, if your income has increased (salary increase, you have found a job …), your APL must be revised downwards.
- Finally, for students or retirees for more than two years, housing assistance should not change. If you’ve found a student job, don’t panic. A student package must ensure that you do not lose your housing assistance. It is clear that, for students, the situation can be more nuanced, especially if they are still attached to the tax household of their parents: it is then their income that is taken into account. If these have changed, mechanically, the amount of the APL must also be reassessed.

The concrete entry into force of the APL reform comes as the Abbé Pierre Foundation recently unveiled its annual report on the state of poor housing in France. She denounces the various budget cuts in which personalized housing assistance has been the subject since the start of Emmanuel Macron’s five-year term. Decrease of 5 euros per month in 2017, abolition of the APL accession … The Foundation estimates that 10 billion euros in savings could be carried out.
A noter : the CAF site seems to have difficulties due to the high attendance. “Due to high traffic, access to My Account is temporarily unavailable”, we read when trying to connect to his personal beneficiary account. “We invite you to renew your connection a little later in the day”.
If the calculation methods have changed, the conditions of the APL do not change in 2021. The APL is granted to a person or family for accommodation. Sub-rentals can benefit from APL, if they meet very specific conditions: the sub-tenants must be linked to a tenant over 60 years old, and be themselves either disabled, under the age of 30 or over 60 years old. This decree allows tenants to receive APL at the same time as their subtenants, noted Capital.fr. The APL of the latter will be calculated according to the rent paid to the tenant.
Housing must meet the criteria of decency. Accommodation must also be approved, in other words, your lessor (or the managing body) must have signed an agreement with the State opening the right to APL and aid from theAnah. To this are added means conditions. The CAF establishes ceilings, which change according to the location of the accommodation and the composition of the household (read below).

To determine the amount of your APL, the Caisse des Family allowances uses a scale. This takes into account the the applicant’s resources – now those of the last 12 months with the reform -, his professional situation, the geographical location of his home and the composition of the household. It then determines a maximum amount of support. Here are the scales that apply since the decree September 25, 2020:

As a reminder, zone 1 concerns Île-de-France and zone 2 towns with more than 100,000 inhabitants and other new towns. Zone 3 is made up of the rest of France. In addition to the amount of your rent, your resources are taken into account. “In the event of resources below a certain amount, a minimum floor of resources, that is to say a flat rate, can be automatically recorded in certain cases”, we can read on the dedicated Caf site. “For example, for students in a hostel, € 4,900 when the applicant is a grant holder, or € 6,000 if he is not a grant holder”.

Personalized housing assistance can benefit rentals, but also shared flats and residences in shelters (student residence for example), provided that the accommodation is your main residence and located in France. As a student, remember that you must absolutely complete income criteria established by the Family Allowances Fund.
The entire application process is carried out online at the Caf website. To put together your file, you will need to scan an identity document, your bank account statement and a rental or residence certificate, signed by the owner or the hostel. Make sure you apply for APL as soon as you enter your new home, as the first payment comes two months later. The retroactivity of this aid has been abolished. Personalized housing assistance is paid every month (the 25th of the month for public housing benefit recipients and the 5th of the following month for others). In general, it is given directly to the owner or lender who must deduct it from the amount of your rent or the monthly payments of the loan that you have taken out.
