Valiant Richey, Global Partnership Manager of TikTok’s Trust and Safety Team, emphasized that safety isn’t merely a feature on the platform, but “the foundation of our entire platform.” This sentiment underscores a shift towards proactive safety measures, rather than reactive responses to incidents. TikTok’s strategy centers around three key pillars: robust policy implementation, strategic partnerships, and radical transparency.

Protecting Young Users: Direct Messages and Parental Controls

One of the most immediate changes focuses on youth safety. TikTok has implemented a global policy preventing users under 16 from receiving direct messages (DMs), a feature often exploited by predators. Furthermore, the platform is empowering parents with “family pairing” tools, allowing them to manage their children’s screen time and filter potentially harmful content. But TikTok recognizes that a one-size-fits-all approach doesn’t work.

Beyond Algorithms: Localized Safety Through NGO Partnerships

Acknowledging the limitations of artificial intelligence in understanding cultural nuances, TikTok is forging partnerships with non-governmental organizations (NGOs) in over 70 countries, including Green Tree Foundation and Taktin Tomorrow in South Korea. These local experts provide crucial context regarding online slang, emoji usage, and community-specific risks. This collaborative approach is a departure from relying solely on algorithmic detection, recognizing that safety is deeply rooted in cultural understanding. “Collaboration with NGOs is critical to understanding the nuances of each region,” Richey stated.

A Prosecutor Turned Protector: The Leadership Behind TikTok’s Safety Push

The commitment to safety is also reflected in TikTok’s leadership. Valiant Richey, who joined TikTok in 2023, brings a unique perspective to the role. Prior to TikTok, he served as the Special Representative and Coordinator for the Prevention of Trafficking in Persons at the Organization for Security and Co-operation in Europe (OSCE), and spent 13 years as a U.S. federal prosecutor handling sexual exploitation cases. His experience underscores the seriousness with which TikTok is addressing these issues. “Having dealt with many child-related cases, I have come to realize deeply how important it is to protect children,” Richey explained, adding that he joined TikTok specifically to “make a difference.”

Transparency and Accountability: Opening TikTok’s Black Box

TikTok is also increasing transparency by operating transparency accountability centers in Singapore, Los Angeles, Washington DC, and Dublin. These centers explain the platform’s content review process and how its recommendation algorithm functions. The company also publishes regular transparency reports, revealing that 99% of over 200 million potentially harmful videos were proactively removed *before* being reported in the first quarter of this year. This proactive approach, combined with increased visibility into TikTok’s internal processes, aims to build trust with users and regulators.

A Multi-Stakeholder Approach to Online Safety

Richey emphasized that online safety is a shared responsibility. “TikTok is responsible for online safety, but it is essential for the government, NGOs, media, and parents to work as part of a team.” He drew parallels to his time as a prosecutor, noting that legal intervention alone isn’t sufficient to address complex social problems. TikTok is therefore adopting a holistic approach, combining safety features, knowledge sharing, partnerships, and expert advisory committees – including a youth committee comprised of 28 individuals from 15 countries – to create a safer online environment.

TikTok’s commitment to safety isn’t a static goal, but an ongoing process of learning, adaptation, and collaboration. As Richey, a father of three, aptly put it, “We know there is no end to safety.” The platform’s continued investment and proactive measures signal a dedication to fostering a positive and secure experience for all its users, particularly the next generation.
