The Ordinary Session of the Council of Ministers was held this Thursday, April 13, 2023 from 12 p.m. to 2 p.m., under the High Authority of his Excellency the President of the CNRD, President of the Transition, Head of State, Supreme Commander of the Armed Forces, Colonel Mamadi DOUMBOUYA.

I. MESSAGE FROM HIS EXCELLENCY THE PRESIDENT OF THE TRANSITION
His Excellency the President of the CNRD, President of the Transition, Head of State, Supreme Commander of the Armed Forces, Colonel Mamadi DOUMBOUYAbegan his message by inviting the ministers to rise to observe a minute of silence in memory of our late mother, sister, aunt, grandmother, the former First Lady of the Republic, Mrs. Hadja Djénè CONDE born KABA recalled to God on Saturday, April 08, 2023 in Paris following illness.
To this end, the President of the Transition greeted and paid a deserved tribute to this mother, this First Lady of conviction, of an overflowing humanism, who worked with all her possibilities to bring a special touch to the emancipation of the Guinean woman and the protection of early childhood, imploring God to grant her his eternal paradise. He took the same opportunity to present his deepest condolences to the people of Guinea, to the KABA and CONDE families, friends and allies. May the soul of our late Madame Hadja Djéné CONDE born KABA rest in peace. Amen!
The President of the Transition informed that the Government will take all measures to support his family during this painful period.
In the same vein, the Head of State, on behalf of the people of Guinea and his Government, presented his saddened condolences to his dear brother and counterpart of Mali, his Excellency Colonel Assimi GOITA and to his people following the reminder to God of his father for whom he prayed to the Almighty to grant him his eternal Paradise.
In addition, the Head of State informed the Council that the President of Rwanda, His Excellency Mr. Paul KAGAME, will pay a working and friendly visit to the Republic of Guinea from April 16 to 17, 2023.
On this happy occasion, the President of the Transition asked each and everyone to get actively involved in order to give this official visit all the expected success.
II. MINUTES OF THE ORDINARY SESSION OF THE INTERMINISTERIAL COUNCIL OF TUESDAY 11 APRIL 2023.
The Prime Minister, Head of Government Doctor Bernard Goumou began his message by presenting on behalf of the President of the CNRD, President of the Transition, Head of State, Supreme Head of the Armed Forces, the most heartfelt condolences to the people of Guinea in particular to the KABA, CONDE families, friends and allies, following the reminder to God of the Former First Lady, Hadja Djénè KABA CONDE. He sent the same condolences to the family of former Minister Germain DOUALAMOU who also bowed out on Saturday April 08, 2023 in Conakry, imploring the grace of God for the rest of their souls.
Then, he articulated his traditional message around three (3) points:
– Securing and maintaining order by the Police;
– The state of progress of the civil servant enrollment process;
– The launch of training for Secretaries General, Chiefs of Cabinet, Senior Advisors, BSD Directors and Heads of IT Services of Ministerial Departments on the use of the Platform for monitoring decisions of the Council of Ministers.
With regard to the first point relating to the security and maintenance of order in the city by the Police, the Head of Government shared the observation that the personnel deployed in the context of maintaining order, securing people and their goods remain far below needs.
In the same vein, the Prime Minister noted that in the context of the regulation of road traffic in some places no agent is posted.
To optimize the deployment of these agents in the field, he invited the Minister of Security and Civil Protection to:
1- Make an inventory;
2- Propose possible solutions;
3- Express the urgent needs to be made available;
4- Make a presentation of the situation in Council.
Regarding the second point relating to the state of progress of the process of enlisting civil servants, the Head of Government recalled that the overhaul of the State as advocated by the CNRD and its President, necessarily involves mastering the workforce and the payroll of Public Administration Agents.
As such, he indicated that a mechanism for identifying all State agents has been put in place called “FUGAS”.
The Prime Minister also recalled that at the advent of the CNRD, the total number of State Agents was 117,199 registered in the Civil Service file, excluding contract workers, managed by the Ministry of the Budget, of which 99,525 were payable . And that following a physical check carried out by the Department of Labor and the Public Service, a cumulative workforce of civil servants and contract workers of 114,660 Agents was identified.
He informed the Board that to date, 85,421 Agents have pre-enrolled on the platform implemented by the Ministry in charge of the Public Service.
To this end, the Head of Government invited the Minister of Labor and Public Service to make a communication in the Interministerial Council on the pre-enlistment progress report before starting the second phase of the process which is Biometrics.
Regarding the last point relating to the launch of the training of Secretaries General, Chiefs of Cabinet, Principal Advisors, BSD Directors and Heads of IT services of Ministerial Departments on the use of the Platform for monitoring the decisions of the Council of Ministers, the Head of Government recalled having announced during the Interministerial Council of Tuesday, April 04, 2023, the establishment of an online platform for monitoring the decisions of the Council of Ministers.
In the same vein, he mentioned that this platform is of paramount importance for the implementation of the decisions of the Council of Ministers but also the facilitation of collaboration between the sectoral departments and the Prime Minister in the context of their follow-up.
To do this, the Head of Government informed that the training of the aforementioned executives in the use of this platform actually took place on Wednesday, April 12, 2023 and stressed that the Head of State and his Cabinet have access at any time to this one.
FOR COMMUNICATIONS
1 – The Minister of Posts, Telecommunications and the Digital Economy, acting as his counterpart for Information and Communication, made an intervention relating to the draft law regulating the in the Republic of Guinea.
2 – The Minister of Energy, Hydraulics and Hydrocarbons made a communication relating to the establishment agreement signed on March 16, 2023 between the Guinean Government and the West Africa LNG Company aimed at the development of the Natural Gas project Liquefied (LNG).
IV. DECISIONS OF THE COUNCIL OF MINISTERS
1 – The Council congratulated the Minister of Posts and Telecommunications for his communication aiming at the approval of the preliminary draft law. Furthermore, with the adoption of the AAI Law which profoundly modifies the texts on the management of regulatory bodies, the Board recommended that it contact the General Secretariat of the Government for proofreading and consolidation of the text before its next programming in the Board. Interdepartmental.
2 – The Council welcomed the signing of the Agreement for the development of a Liquefied Natural Gas (LNG) project in the Republic of Guinea, between the Transitional Government and the West Africa LNG Company. In addition, the Council instructed the Minister in charge of Energy to liaise with the General Secretariat of the Government, in order to allow its transmission to the National Council of the Transition (CNT) for examination and adoption.

1. Concerning the coronation of the school football team in DURBAN (South Africa) on the occasion of the first edition of the African school football championship, His Excellency Colonel Mamadi DOUMBOUYA, congratulated the victorious team as well as the Ministers in charge of Pre-University Education and Literacy, Youth and Sports for this mark of good collaboration which has made it possible to hoist the Guinean tricolor very high.
2. The Prime Minister, Head of Government, informed the Council of the continuation of the dialogue on Wednesday, April 12, 2023 with certain political actors (Forces Vives) under the mediation of the religious.
3. The Minister of National Defense announced the Council of the end of the period of blueing of the First promotion of Military Prytanée of GUINEA. On this occasion, he invites the members of the Government to this Ceremony.
4. The Minister in charge of Guineans Living Abroad informed the Council of the measures taken by the President of the CNRD, President of the Transition and the Government, following the call to God of the Former First Lady Hadja Djénè KABA CONDE in order to to render him all the honors due to his rank.
He also informed the Council that the program of the funeral ceremonies will be the subject of a press release.
Finally, the Minister explained the latest developments in the situation of the bare land belonging to the Republic of Guinea located in the 15th Arrondissement of Paris.
5. The Minister of Culture, Tourism and Handicrafts informed the Council of the official launch of the 9th edition of the International Exhibition of African Textiles (SITA) in the Republic of Guinea.
Also, he informed the Board of the Opening of the Tender File of the renovation works of the Veil of the Bride in Kindia.
6. The Minister in charge of Pre-University Education informed the members of the Council of the holding of the national examinations, session 2023 from June 05 to 20.
7. The Minister of Agriculture and Livestock informed the Council of his participation in the Seminar on Food Security scheduled for Paris.
8. The Minister Secretary General of Religious Affairs informed the Council of the dinner offered by His Excellency the President of the Transition to the Christian faithful on the occasion of Easter.
