“Government Launches Fundamental Reforms for Health, Education, and Higher Education Sectors”

In a speech on the occasion of the May 1, 2023 holiday, Mr. Sekkouri recalled that an agreement was signed at the level of the health sector to carry out a real reform aimed at the rehabilitation of the national health system, in harmony with the objectives of the great royal project of social protection.
The Minister noted that it had been agreed to improve the status of doctors with the modification of the index grid for doctors, pharmacists and dentists by granting the personnel concerned the index 509, a measure applied over two years at the rate of 50 % every year.
Mr. Sekkouri added that the pace of promotion of nurses and health technicians will be accelerated, noting that a decree has been issued to this effect, and that the sums due to the persons concerned will be paid as soon as the ministry receives the financial funds. allocated for promotion.
He added that the value of the compensation for professional risks for the benefit of administrative and technical staff will be increased to 1,400 dirhams gross per month, specifying that this increase has been automatically disbursed since January 2023.
In addition, there was talk of strengthening the Hassan II Foundation for the promotion of social works for the benefit of health sector personnel, recalled the Minister, noting that a new cycle of social dialogue for this sector was launched in March to consider the outstanding points.
At the level of the higher education sector, Mr. Sekkouri pointed out that the agreement linked to this sector concerns approximately 18,000 beneficiaries, explaining that it is a reform which is divided into three main axes, the first relating to the strengthening of governance mechanisms and the motivation of teacher-researchers through a new specific system that enshrines merit and competence.
Secondly, it involves the initiation of a program to accelerate the higher education system, scientific research and innovation by launching a global educational reform from the start of the 2023-2024 school year, in addition to the opening of training branches compatible with the priorities of the productive sectors and the specificity of the territorial spaces.
As part of the application of this agreement, the Minister noted, the Department of Higher Education, Scientific Research and Innovation, following a participatory approach, has developed a new statute for the body of teacher-researchers , in recognition of the continuous efforts made by this category of civil servants to train young people and prepare for the next generation, all with the aim of the ministry to strengthen the attractiveness of the teaching profession by attracting the best researchers, whether nationally or internationally.
The minister pointed out that the new status includes unprecedented requirements concerning the improvement of the financial situation of professor-researchers and their motivation to do more in various fields of teaching, supervision and research.
In this context, Mr. Sekkouri cited the raising of the promotion quota to 40% of professor-researchers who meet the required conditions, so that they benefit from attractive career paths that stimulate genius and creativity in various fields of education, research and mentoring.
He indicated that a new grade will be created for higher education faculty in order to strengthen the attractiveness of the teaching profession, motivate its practitioners, and increase the statutory remuneration granted to teacher-researchers by 3,000 dirhams, to be paid in 3 instalments from January 31, 2023.
The minister also mentioned the openness to Moroccans around the world by allowing them to join, through a competition, higher education, a measure, he said, which aims to attract researchers from the interior. and outside Morocco and to invest in the expertise and experience they have accumulated throughout their professional career.
Mr. Sekkouri considered that this new status is an effective tool to strengthen the skills of human capital working in Moroccan universities and attract world-class researchers capable of developing the university system and harmonizing it with international standards and best practices. .
With regard to the agreement in the national education and primary education sector, the Minister stressed that it concerns the principles governing the status of civil servants in the sector, noting that these are 9 principles aimed at preserving the achievements and the current frameworks, creating new frameworks, unifying the professional process of all the frameworks and setting up a new pedagogical engineering which ensures integration and harmony, as well as equal opportunities civil servants and the promotion of their professional and social situation, while defining the process for implementing the agreement and the commitments of the stakeholders.
