According to Jason Schreier, from Bloomberg, the new Twisted Metal game was in early development and would have game-as-a-service features, as happened with Helldivers 2 (check out our review of it here). Development was canceled following PlayStation layoffs affected Firesprite, the studio responsible for the game.

Additionally, Schreier says the game had not yet been approved to enter the main production phase, so the project might have been canceled anyway, but the mass layoffs contributed to it being “shelved.”
We still don’t have information regarding which projects, besides Twisted Metal, were cancelled, but studios like Naughty Dog and Guerrila Games, responsible for games like The Last of Us, Uncharted and Horizon: Zero Dawn were also affected.
Herman Hulst, head of PlayStation Studios, justified the layoffs by saying the company is undergoing a “reassessment of its efforts.” Sony says that the studios most affected are Firesprite and PlayStation London Studios, which will have its activities definitively closed.
