CHARLESTON, W.Va. — The National Weather Service had over a dozen counties under flash flood warnings at 8 p.m. Thursday with heavy rain continuing to move in from the south.
There were a number of severe thunderstorm warnings that were filled with lots of thunder and lightning and heavy rain.

A Flash Flood warning is in effect until 11:30 p.m. Thursday for parts of Boone, Cabell, Calhoun, Doddridge, Kanawha, Lincoln, Ritchie, Roane, Jackson, Mason, Pleasants, Putnam, Tyler, Washington, Wirt and Wood counties. The flash flood warning is considered to be dangerous and life-threatening.
Emergency management crews have reported several water rescues have been made. The NWS said between 1.5 and 3 inches of rain had fallen as of Thursday night.
High water was reported on a section of the interstate near the state capitol in Charleston. There were flooding warnings also issued for central West Virginia counties and the state’s northern panhandle.
The National Weather Service previously placed 39 West Virginia counties under a tornado watch until 9 p.m. Thursday but meteorologists said the heavy rain cut down on the wind threat.
The counties under the tornado watch include: Barbour, Boone, Braxton, Brooke, Cabell, Calhoun, Clay, Doddridge, Fayette, Gilmer, Hancock, Harrison, Jackson, Kanawha, Lewis, Lincoln, Logan, Marion, Marshall, Mason, McDowell, Mingo, Monongalia, Nicholas, Ohio, Pleasants, Preston, Putnam, Raleigh, Ritchie, Roane, Taylor, Tyler, Upshur, Wayne, Webster, Wetzel, Wirt and Wood counties.
West Virginia set a one day tornado record in the April 2 storm event.
The National Weather has confirmed 10 tornadoes from that day.
There has been little severe weather in the state as of 4:30 p.m. Thursday. There was a severe thunderstorm warning for parts of Mingo and Logan counties for until 4:15 p.m.

The campaign banners that were hung during the election period were left as trash.
Since most of them are incinerated, they are naturally bad for the environment. Although the government has come up with a recycling plan, there are many voices calling for reducing the use of banners in the first place.

District office employees began removing the banner early.
The process of lowering the banner using equipment, folding it, and loading it onto the truck is repeated numerous times.
A total of 60 banners were collected over a period of 3 hours starting at 7 a.m., weighing approximately 1 ton.
Most of the banners collected this way are sent to incinerators.

Banner waste produced following elections is always a problem.
During the 21st general election in 2020, 1,740 tons of banners were produced, during the 20th presidential election in 2022, 1,111 tons, and during the simultaneous nationwide local elections, 1,557 tons of banners were produced.
More than 1,000 tons are produced every time a national election is held.
However, the recycling rate drops significantly.
During the 2022 local elections, 2.6 million banners were collected, but the recycling rate was only 24.8%.

Banners are generally made of plastic synthetic resins such as polyester, but they do not decompose easily when buried in the ground, and when incinerated, harmful substances are emitted and have a negative impact on the environment.
Accordingly, the Ministry of Public Administration and Security and the Ministry of Environment proposed a measure to provide 1.5 billion won to each local government for banner recycling project expenses.

Dubai/Washington (Reuters) – Iranian sources said that Tehran conveyed to Washington that it will respond to the Israeli attack on its embassy in Syria in a manner aimed at avoiding a major escalation and that it will not rush, at a time when Iran is pressing to achieve demands that include establishing a truce in Gaza.
The sources said that Iranian Foreign Minister Hossein Amir Abdollahian conveyed Iran’s message to Washington during a visit on Sunday to the Sultanate of Oman, which often mediates between Tehran and Washington.
A White House spokesman declined to comment on any messages from Iran, but said that the United States conveyed to Iran that it did not participate in the attack on the embassy.
It has not yet been possible to obtain a comment from the Iranian Ministry of Foreign Affairs. The Omani government has not yet responded to questions sent via email during the Eid al-Fitr holiday.
