Guinea: the CNT reveals a loss of 555 billion Gnf…

The National Transitional Council (CNT) has made damning revelations regarding the management of the CNRD, on the sidelines of the examination and adoption of the revenue component of the Amending Finance Law (LFR) 2023. This is a loss of 555 billion Gnf intended for the Public Treasury, between January and August 2023.

Several irregularities in revenue management were revealed by the commission which examined the 2023 amended finance law. But the loss of these 555 billion Gnf is attributed to the departments which carried out the collection. They would have shared public resources through “joint decrees”.

“The multiple joint decrees for sharing resources significantly affect the mobilization of budgetary revenues, it being understood that the structures concerned benefit from financial allocations. This observation is all the more relevant as our analyzes revealed a loss of 555 billion to the detriment of the public treasury just for the period from January to the end of August 2023,” reveals the rapporteur of the Commission for Planning, Financial Affairs and of Budgetary Control.

The Guinean government is ordered to now submit all joint judgments for examination.

“The CNT invites the Government through the Minister in charge of Finance to provide, as soon as possible, the exhaustive list of all joint decrees for examination,” reports the Commission for Planning, Financial Affairs and Budgetary Control.
