Mrs. Natalia Kiselova
The Chairman of the Council of Ministers

Mr. Borislav Sarafov
Dear State Heads,
By virtue of the law and the Bulgarian Constitution, you are chosen as expressors of the people’s will and employees of the interests of the people.
The time you took the grooves of the Government of the Republic of Bulgaria is a time of huge risks to peace, security, stability and survival of the Bulgarian nation. You are responsible for the fate of one of the oldest countries and peoples in the world and the only country of the Bulgarian ethnicity. The responsibility of political and state leaders is their indispensable debt.
International policy in the era of global risks requires you insight, foresight, resistance to protecting those who have created and selected you.
The confrontation between the two largest nuclear forces confronts today’s world to self-destruction through a nuclear apocalypse. Our people’s chance of survival in a nuclear war is zero. Therefore, the question of peace and war about this people, for which you are directly responsible, is an existential question.
The Bulgarian people have the right to survive!
He does not want to burn in the fire of a nuclear war!
His choice is not doubtful!
His voice is your management mandate.
There is no more binding mandate than the voice of the people and it must be fulfilled.
Survival in a nuclear war cannot be separate. Security in the world is indivisible. The preservation of international peace and security is a legally established norm, as announced in the preamble of the UN Statute: “Defined to deliver next generations from the disasters of war, which twice in our lives brought ineligible misfortunes to humanity.”
All of the above obliges you to face the risks of international peace and security, the dangers of national security and to protect the right of the Bulgarian people to survive.
The main risks to national security today stem from:
-
The EU militarization of all three largest countries in Europe in the face of economic, financial, moral crisis and technological non-competitiveness of the World Arena.
-
Threats with force, weapons, subversive action, pressure and economic sanctions against the global south.
-
Preparation for war against nuclear states.
-
The increasing dependence of Bulgaria’s economic and monetary policy on the militarizing EU.
-
The loss of the EU’s contractual sovereignty in the light of the new agreement with the United States on duties.
These risks are real, immediate, multidimensional and require extreme measures of state institutions. They must be mastered today because tomorrow it will be late.
We urge the use of the National Security Council resources with the President and the National Security Council at the Prime Minister, as well as the special services, to analyze the risks of our national security. On this basis, to develop and pursue a lasting non -conjunction policy of neutrality of Bulgaria with respect to a future war by all state bodies with their responsibilities in the fields of security, defense and foreign policy.
You are obliged to ensure the possibility of the Bulgarian people to decide their own fate on the issues of peace and war, and not others to decide on behalf of the sovereign.
Bulgaria’s participation in the strategic plans for a future war in Europe, the irresponsible inclusion in various military exercises in dangerous proximity to escalating conflicts, the construction of infrastructure in the immediate vicinity of the Black Sea for faster transfer of foreign troops across Bulgarian territory to the front in Ukraine carries risks. They make Bulgaria a legitimate military goal in possible future military actions from a regional or global scale.
We urge you immediately to take measures to guarantee peace and national security for the sake of the supreme purpose – to live and stay Bulgaria!
This is your common shared political and legal responsibility.
