Income criteria:

  • Lonely seniors: monthly income cannot exceed PLN 3,272.69 net.
  • Multi-person households: per capita income cannot be more than PLN 2,454.52 net.

You are entitled to a voucher if:

  • The price of heat in the tariff is above PLN 170/GJ net.
  • Additionally, the rule “zloty for zloty” – if the income exceeds the threshold, the voucher will be reduced by the amount exceeded.

Heating voucher 2025: How much will you really get – up to PLN 3,500 subsidy (table of amounts)

How to apply for a heating voucher 2025 – step by step instructions

How to apply for a heating voucher?

Applications for a heating voucher for the period July 1 – December 31, 2025 can be submitted from November 3 to December 15, 2025. Voucher applications for the year 2026 will be accepted from July 1 to August 31, 2026

Applications should be submitted to: commune head, mayor or city president appropriate for the applicant’s place of residence. The application can be submitted in person, by post or via online platforms such as ePUAP or the mObywatel application. It’s worth remembering that only one household can apply for one heating voucher.

  1. Income certificate (e.g. from ZUS, US).
  2. Confirmation that you are using system heat (e.g. a certificate from the community manager, housing cooperative or heating company).

Farms that have a contract directly with a heating company do not have to provide certificates. In such a case, information on the price of heat should be provided in the application for a heating voucher.

If a household has filed more than one application, heating voucher will be awarded to the person who first submitted the application. Other applications from the same farm will not be considered.

Below are examples of two people who applied for a heating voucher. One of them will receive support, the other will not.

Example 1: Mrs. Anna from Białystok
Mrs. Anna lives in a block of flats with district heating. Her income is PLN 2,400 netand the heat price in its tariff is PLN 190/GJ. Mrs. Anna meets the income criteria and will receive a subsidy in the amount of PLN 1,000.

Example 2: Mr. Michał from Wrocław
Mr. Michał heats dom gas, and the price of heat in his region is PLN 160/GJ. Unfortunately, he cannot use the heating voucher because the heat price in his case does not exceed the required minimum.

The new heating voucher will replace the energy allowance – which will change from 2025

It is worth emphasizing that payment of the energy allowance is suspended. Instead of this allowance, people who meet the appropriate income criteria will be able to apply for a heating voucher.

As a consequence, the draft proposes to amend Art. 15 of the Act of December 17, 2021 on the protective allowance by leaving without consideration all applications for the payment of this allowance submitted by December 31, 2027 – we read in the text of the act.
