The Rail Baltica project, a landmark infrastructure initiative connecting the Baltic states with the European railway network, has taken a significant step forward with the advancement of framework agreements for essential track materials. These agreements, covering rails, sleepers, and turnout systems, aim to bolster supply chain stability and ensure consistent quality standards throughout the ambitious high-speed rail corridor.
The coordinated procurement program, managed by RB Rail in collaboration with national implementing bodies in Estonia, Latvia, and Lithuania, reflects a strategic effort to deliver a fully integrated and technically compatible railway system. “Large-volume ordering strengthens our negotiating position and enhances price stability in a volatile construction market,” RB Rail stated, highlighting the benefits of the consolidated procurement strategy. The framework agreements establish pre-agreed conditions regarding pricing, performance requirements, quality assurance, and delivery schedules, providing flexibility while securing reliable supply lines as construction progresses.
Contracts for cableway systems, including cable ducts and multiducts, have already been finalized, with materials currently available for order. A key milestone was reached in December 2025 with the signing of the sleeper contract, which is now in its commencement phase, with supplies anticipated to be accessible from September 2026. In Latvia, rail supply contracts have been completed, and implementation activities are underway. Rails are scheduled to be available for ordering starting in July 2026, while railway ballast is planned to be ready by September 2026. Additional contracts covering turnout systems, high-speed turnouts, and rail expansion joints have also been concluded, with initial materials expected by the end of 2026 to facilitate certification processes aligned with the Rail Baltica implementation schedule.

Thierry Boussillon of RB Rail emphasized the importance of the collective procurement approach, stating that it strengthens negotiating power with global suppliers and ensures stable pricing and consistent material standards across the Baltic states. The project is progressing on multiple fronts, with track laying already underway in Lithuania. As reported in October 2025, construction has officially begun on the Lithuanian section, with the first 8.8 km of track between Šveicarija and Žeimiai scheduled for completion by the end of the year. This initial phase involves the use of 86,200 tonnes of ballast, 29,500 reinforced concrete sleepers, and 42 kilometers of rails.
