Washington State Law Protects No-Cost Preventive Healthcare

Olympia, WA – Washington state residents will continue to have access to no-cost preventive health services, including immunizations, thanks to a new law signed Monday by Governor Bob Ferguson. Engrossed Substitute Senate Bill 2242 (ESSB 2242) shifts the authority for vaccine recommendations away from the federal government and to the Washington State Department of Health, ensuring continued access to these vital services regardless of changes at the national level.

The bipartisan legislation, which passed the House of Representatives with a 36-12 vote, builds on existing protections established in 2010. It maintains cost-free coverage for essential preventive care, such as well-child visits and vaccinations, for individuals enrolled in commercial health plans. The move comes amid growing concerns about the politicization of public health guidance and potential disruptions to federal recommendations.

“These are important services for people who choose to use them,” stated Insurance Commissioner Patty Kuderer. “This bill ensures that the recommendations will continue to come from trained medical experts, rather than political appointees with no background in medicine or science.” The bill’s passage reflects a desire to safeguard public health decisions based on scientific evidence and medical expertise.

Shifting Authority and Addressing Federal Concerns

Currently, vaccine recommendations originate from federal bodies like the Advisory Committee on Immunization Practices (ACIP), the U.S. Preventive Health Services Task Force, and the Health Resources and Services Administration. However, recent actions by the federal government, including narrowed access to certain vaccines, prompted state lawmakers to seek greater control over public health guidance within Washington. Governor Ferguson voiced concerns about the direction of the Centers for Disease Control and Prevention (CDC) under the previous administration, stating, “Donald Trump’s CDC has develop into a political tool that increasingly peddles ideology instead of science. We must protect Washingtonians’ health from the chaos of the federal government.”

ESSB 2242, sponsored by Representative Dan Bronoske (D–Lakewood), mandates that vaccine coverage standards will now be tied to recommendations from the Washington State Department of Health. The bill as well maintains the use of recommendations from the U.S. Preventive Services Health Task Force and Health Resources and Services Administration for other preventive services, with those standards taking effect on June 30, 2025. Senate Bill 5967, the companion legislation, was sponsored by Senator Annette Cleveland (D–Vancouver).
