Today, Thursday, May 9, 2024, the Minister of Solidarity, Social Inclusion and Family, Awatif Hayar, considered the approval of draft Decree No. 2.22.1075 regarding granting a card to a person with a disability, as a “historical milestone” in how national legislation deals with this social group.

Ms. Hayar, while interacting with journalists’ questions during a joint press conference with the Minister in charge of Relations with Parliament and the official government spokesman, Mustafa Paytas, following the weekly meeting of the Government Council, confirmed that this step constitutes “a qualitative leap on the social and legal levels.”

She highlighted that this card, which was worked on within the framework of a participatory approach with the relevant sectors and civil society, includes many health, social and para-medical services.

She stressed that this decree will greatly help in setting objective standards so that the concerned persons can benefit from the services provided, adding that work has been done on developing the electronic system for issuing the disability card, which will be downloaded through a model agency in order to take note of all restrictions, and for the success of the implementation of this initiative, which will be circulated. Later on all parts of the kingdom.

The Minister stressed that this decree comes within the framework of implementing the high directives of His Majesty King Mohammed VI and the great care he attaches to advancing the rights of persons with disabilities, keeping pace with the Royal Workshops for Social Protection, and implementing the requirements of the Kingdom’s Constitution, especially Chapter 34 thereof, and Morocco’s obligations at the international level, Especially the Convention on the Rights of Persons with Disabilities, as well as in implementation of the commitments included in the government program 2021-2026.

Ms. Hiar pointed out that this card was stipulated for the first time in a regulatory text in May 1982, within the framework of the law relating to social care for blind and visually impaired persons, and for the second time within the law issued in 1993 relating to social care for persons with disabilities.

Earlier today, the Government Council approved a draft decree regarding granting a card to a person with a disability, taking into account the comments raised, presented by the Minister of Solidarity, Social Inclusion and Family, Awatef Hiar.

This project comes in implementation of Framework Law No. 97.13 related to protecting and promoting the rights of persons with disabilities, as the principle of gradualism will be adopted in implementing its requirements, and it will enter into force in a first stage in some regions or prefectures, provided that its provisions are generalized to the rest of the Kingdom’s territory, through joint decisions. to the relevant governmental authorities.
