This Wednesday in the Encuentro interview with Julio Villagrán, the director of FOCOS, Saúl Hernández stated that the Nuevas Ideas party had greater capacity to dictate the rules throughout the electoral process since 2021, which the Supreme Electoral Tribunal itself, which should be the only enforcer of electoral law in the country due to its supposed autotomy.
Hernández indicated that, thanks to journalistic investigations carried out by FOCOS, they were able to verify that since October 2021, the Supreme Electoral Tribunal had begun to make some movements in its Computer System Unit, and had incorporated a person who came from Presidential House, of the Secretariat of Innovation of the Presidency, who also had links with the mayor of San Salvador during Nayib Bukele’s administration.
“That is, it was integrating a person linked to one of the contenders into the neural information processing system for an election that also had a virtual vote abroad. There was never a ruling from the Court regarding this FOCOS note.”he reveals.
Likewise, he pointed out that the TSE made other moves in the same unit and hired people who probably did not have the experience to carry out this electoral process.
On the other hand, he highlighted that Nuevas Ideas from the Legislative Assembly and in obedience to President Nayib Bukele, was able to manipulate and reform different laws in its favor, such as the Law on Voting Abroad that was carried out behind the back of the Collegiate Entity.
“In journalistic reports, Judge Julio Olivo was emphatic that in the creation of the Law on Voting Abroad, the Court was excluded.â€Hernández related, at the same time that he indicated that Olivo assured that he might have little opinion regarding this law since it had been worked on only by the Computer Services Unit and the presiding magistrate.
Given this and other changes made by the ruling party to modify the rules of the game in the 2024 elections, Hernández assured that Nuevas Ideas has been more than the Supreme Electoral Tribunal in these elections, since President Bukele’s party Through even the formation of the Vote Receiving Boards, it managed to be much more important in the electoral process.
