The sociologist Walter Fagoaga spoke this Tuesday during the Platform program, regarding the autonomy of the University of El Salvador, which he indicated is academic in nature, and allows it to define its study plans, evaluations and choose teaching staff, on the other hand. On the other hand, administrative autonomy allows you to define your financial priorities without government intervention, and thus choose your authorities.
“Autonomy seeks to protect the freedom of research, teaching and learning, this is essential for the development of the academic environment to foster creativity and innovation,” said Fagoaga.
On the other hand, he pointed out that the University has ethical and legal obligations, in terms of transparency, autonomy is to develop independently of who is in the exercise of power, since higher education must have independence.
“The UES has a co-government that is elected from its teachers, students and graduated professionals, this method of government was born in Latin American universities, as well as universities in Guatemala and Costa Rica… The autonomy of the UES has been a problem, where throughout history that autonomy has been given and taken away, but it was in 1950 where it was elevated in the Magna Carta and appears in the current 1983 constitution,” he explained.
Finally, the sociologist indicated that the UES is considered the people’s university because it is governed with public funds and is the one that absorbs 40% of the student population, and has the smallest budget according to the GDP.
