When questioned about the potential deployment of North Korean troops to other areas of the front line, Lavrov indicated that such decisions rest with Pyongyang. He stated, “We start from the principle that the RPDC itself determines the forms under which we implement our strategic partnership agreement,” referring to the official name of North Korea.

Lavrov’s visit comes approximately six weeks after a similar trip to Pyongyang by Sergei Shoigu, the Secretary of Russia’s Security Council.
