Beijing – A dialogue aimed at fostering greater understanding of China’s development plans and strategic priorities was held Friday at the headquarters of technology giant Xiaomi Corporation, bringing together diplomatic envoys from the Association of Southeast Asian Nations (ASEAN) and Chinese officials. The event, hosted by the ASEAN-China Centre (ACC), focused on the key outcomes of China’s recent “two sessions” – the annual meetings of the National People’s Congress and the Chinese People’s Political Consultative Conference – and the country’s ambitious 15th Five-Year Plan (2026-2030).

The dialogue underscores the growing importance of the ASEAN-China relationship, with both sides seeking to deepen cooperation amidst a shifting global landscape. As China embarks on this new five-year plan, understanding its vision for the future is crucial for ASEAN member states, who collectively represent China’s largest trading partner. The event provided a platform for open discussion and exchange of perspectives on shared challenges and opportunities.

Focus on China’s 15th Five-Year Plan

The 15th Five-Year Plan, which runs from 2026 to 2030, is a cornerstone of China’s development strategy. ACC Secretary General Shi Zhongjun highlighted that 2026 marks not only the plan’s inaugural year but also the first year of implementing the ASEAN-China Plan of Action on the Comprehensive Strategic Partnership (CSP) (2026-2030), and the fifth anniversary of the ASEAN-China CSP. He emphasized the significance of this year’s “two sessions” gathering, noting the adoption of the 15th Five-Year Plan and the 2026 Government Work Report, which prioritize high-quality development, steady economic growth, scientific and technological innovation, green development, and improvements in citizen well-being.

Focus on China’s 15th Five-Year Plan

Presentations by Dr. Xu Liping of the National Institute of International Strategy, Chinese Academy of Social Sciences, and Dr. Ma Xiaofang of the Department of Economics, National Academy of Governance, delved into the specifics of the plan. They used data and charts to illustrate China’s progress in areas like economic development, technological innovation, and investment, particularly within the framework of the Belt and Road Initiative. The plan, they explained, is characterized by a focus on building five key systems: economic development, innovation-driven growth, citizen well-being, green and low-carbon development, and security guarantees.

ASEAN Perspectives and Collaborative Opportunities

Speaking on behalf of the ASEAN ambassadors, Jaime A. FlorCruz, the Philippine ambassador to China, expressed gratitude to the ACC for facilitating a deeper understanding of China’s strategic direction. He noted that the priorities outlined in the 15th Five-Year Plan – including industrial self-reliance, technological advancement, and economic resilience – resonated strongly with ASEAN member states. FlorCruz stated that ASEAN, as China’s comprehensive strategic partner and largest trading bloc, is eager to learn more about China’s vision for the region and is prepared to be a reliable partner in achieving the goals of the new five-year plan.

FlorCruz also highlighted the significance of 2026, marking both the 50th anniversary of the Treaty of Amity and Cooperation in Southeast Asia (TAC) and the Philippines’ chairmanship of ASEAN. He affirmed the Philippines’ commitment to upholding the principles of amity and cooperation while navigating a complex geopolitical environment and working towards shared prosperity with China and fellow ASEAN members.

Discussions among ASEAN diplomats and Chinese experts, including a representative from Xiaomi, covered a range of topics, including artificial intelligence, environmental protection, innovation incentives, and collaboration in high-end industrial chains. The event provided a valuable forum for exploring potential areas of cooperation and addressing shared challenges.
