ALGIERS – The CEO of the Sonatrach group, Toufik Hakkar, announced that in 2028 two hydrocarbon deposits will be exploited southeast of Hassi Messaoud (Ouargla), in partnership with the Russian company Gazprom, making state of an investment of approximately one billion dollars.
During an interview granted to the Russian channel “RT”, broadcast Friday evening, within the framework of the State visit carried out by the President of the Republic, Mr. Abdelmadjid Tebboune, in the Russian Federation, at the invitation of his Russian counterpart, Mr. Vladimir Poutine, Mr. Hakkar indicated that the Sonatrach group was working with Gazprom to develop the two deposits discovered in the perimeter of Oum El Assel (approximately 140km south-east of Hassi Messaoud) through the establishment of calls for tenders for the drilling and construction of natural gas processing plants, specifying that “the first production is planned for 2028”.
“Sonatrach and Gazprom have put in place a development plan, which they finalized in July 2022, and submitted the same month to the National Agency for the Development of Hydrocarbon Resources (ALNAFT) for adoption,” said Mr. .Hakkar.
It is, he added, “to invest 950 million dollars in two stages to produce approximately 2 million cubic meters of natural gas per day (m3/d), more than 1,000 tons/day of condensates and more than 220 tonnes of liquefied petroleum gas (LPG)”.
Mr. Hakkar estimated that this production “is likely to strengthen the partnership between the two parties, as well as the national production of hydrocarbons, given the strong demand for natural gas currently recorded on the international market, which will allow us to valuing the resources discovered”.
“We will work together to develop these two discoveries, recently confirmed by a third, which will encourage partnership and support the development efforts of these deposits,” he said.
And to add that the relationship with Russian companies “is not limited to research and prospecting with Gazprom”, noting that the group “also works with other Russian companies, in services and the construction of factories “.
These partnerships “are important for Algeria, which is seeking the development and diversification of all partnerships, especially since we have several today with countries in Europe, Asia and America”, he argued.

Dakar, June 17 (APS) – Heads of customs administrations of nine ECOWAS member states have committed, through a memorandum of understanding signed in Lomé (Togo), to operationalize an Interconnected Goods Management System in transit (SIGMAT), we learned from the communication services of the regional organization.
The Directors General of Customs from Benin, Burkina Faso, Côte d’Ivoire, Ghana, Guinea, Mali, Niger, Senegal and Togo, meeting in the Togolese capital on June 8 and 9, are notably “resolutely committed” to the full operationalization of SIGMAT, reports the source.
She points out that this operationalization will put an end to the outdated manual management of goods transit operations along the trade corridors of the ECOWAS region, the Economic Community of West African States.
This program for the interconnection of customs computer systems is an initiative of the ECOWAS Commission, the objective of which is to streamline the movement of goods on the various road corridors in the regional area by eliminating multiple checkpoints and disruptions charge at the borders of the States, it is known.
The operationalization of SIGMAT will at the same time allow customs administrations to work together, so that information on cargoes of goods in transit, once declared at a departure office and the route specified, will be shared simultaneously. electronically to the customs offices of passage and to that of final destination of the goods, explain the initiators.

The meeting of the directors general was preceded by the meeting of experts from the customs administrations of Benin, Burkina Faso, Côte d’Ivoire, Ghana, Guinea, Mali, Niger, Senegal and Togo, held from 05 to 07 June 2023 in Lomé.
Any other ECOWAS Member State may become a party to this Memorandum of Understanding by simply notifying the ECOWAS Commission, the participants at the Lomé meeting agreed.
