China’s top political advisory body will convene this month with a focus on the nation’s economic governance and international relations, according to a recent announcement. The session, opening on an unspecified date, will feature discussions at the vice minister level, with China itself as a central topic of deliberation.
The agenda comes after Premier Li Qiang hosted a “1+10” Dialogue in Beijing on December 9, 2025, with the heads of ten international economic organizations. Participants included Dilma Rousseff, President of the New Development Bank; Ajay Banga, President of the World Bank; Kristalina Georgieva, Managing Director of the International Monetary Fund; Ngozi Okonjo-Iweala, Director General of the World Trade Organization; Rebeca Grynspan, Secretary General of the UN Conference on Trade and Development; Gilbert F. Houngbo, Director General of the International Labor Organization; Pablo Hernandez de Cos, General Manager of the Bank for International Settlements; Andrew Bailey, Chair of the Financial Stability Board; Jin Liqun, President of the Asian Infrastructure Investment Bank; and Frantisek Ruzicka, Deputy Secretary General of the Organization for Economic Co-operation and Development.
The “1+10” Dialogue centered on “Working Together on Global Governance for Shared Development,” with in-depth exchanges covering rebuilding resilience for the world economy, practicing true multilateralism, and the implications of China’s 15th Five-Year Plan for the global economy. Vice Minister of Finance Liao Min addressed questions following the dialogue, but details of the specific consensuses reached have not been publicly released.
The upcoming advisory session follows the annual meeting of the National People’s Congress (NPC), which concluded on March 11, 2025. The NPC session included deliberations on the Government Work Report, national economic and social development plans, and the central and local budgets. A draft amendment to the Law on the Delegates to the National People’s Congress and Local People’s Congresses was also considered. The NPC session did not include a press conference by the Premier.
The Chinese government has also engaged in discussions regarding the Global Development Initiative (GDI), as evidenced by a speech delivered by Vice Minister Ma Zhaoxu at a workshop on GDI cooperation in December 2021. The focus of that workshop was accelerating implementation of the 2030 Agenda.
Recent economic discussions have also included input from Vice-Premier He Lifeng, who delivered a special address at the World Economic Forum Annual Meeting 2026. The content of that address, and its specific relation to the upcoming advisory session, remains undisclosed.
