Córdoba’s Financial Risk: 90% of Debt in US Dollars – LLA Warns

Córdoba province faces significant financial vulnerability, with approximately 90 percent of its debt denominated in U.S. Dollars, according to national Deputy Luis Picat of La Libertad Avanza (LLA). Picat, a former member of the Unión Cívica Radical (UCR), warned of the escalating financial pressures facing the province.

Picat’s warning comes as LLA continues to consolidate its position in the Chamber of Deputies, attracting legislators from other parties. In November 2025, Picat formally requested to join the LLA bloc, having previously aligned with the party’s positions even as a member of the Liga del Interior-ELI interbloc. He was expelled from the UCR in 2024 due to his increasing alignment with Javier Milei’s political agenda.

“Sumarnos a La Libertad Avanza sería algo lógico, pero es algo que tenemos que discutir en el interbloque. Yo no tengo inconvenientes en pasarme al bloque de La Libertad Avanza,” Picat stated to La Voz de Córdoba, confirming discussions with LLA bloc president Gabriel Bornoroni regarding a formal incorporation. He characterized the move as seeking “ser socios en una construcción común,” rather than political subordination.

The move to formally join LLA followed a broader trend of legislators shifting allegiances. In mid-November 2025, Mariano Campero (Tucumán) and Federico Tournier (Corrientes) similarly joined LLA, a move that brought the libertarian bloc closer to claiming the first minority position in the Chamber of Deputies, currently held by Unión por la Patria. Martín Menem, President of the Chamber, reportedly viewed this expansion as a personal and political victory.

Picat’s concerns about Córdoba’s debt echo broader anxieties about provincial finances amid Argentina’s economic challenges. He recently stated, “El gobierno provincial elige endeudarse,” (The provincial government chooses to borrow), according to Cadena 3, suggesting a deliberate policy of increasing debt despite the risks associated with dollar-denominated liabilities.

The incorporation of Picat, Campero, and Tournier into LLA was described by Picat as “la última bala que tenemos” (the last bullet we have), reflecting a sense of urgency and a belief that aligning with the national government is crucial for addressing the province’s financial difficulties. He affirmed this sentiment in a statement to Perfil, characterizing the move as a “pase natural” given ongoing collaboration since December 2023.

LLA is also planning to compete for the governorship of Córdoba in 2027, according to Bornoroni, signaling a broader ambition to expand the party’s influence beyond the national legislature and into provincial governance.
